SeaTac City Council regular meeting agenda and minutes, October 11, 2005

This document contains the agenda and minutes from the SeaTac City Council Regular Meeting held on October 11, 2005, covering routine municipal business such as approval of financial vouchers, council meeting minutes, and several interlocal agreements. A notable agenda item was a presentation by King County Councilmember Julia Patterson and community partners requesting the City of SeaTac invest matching funds in a proposed school-linked health clinic at Tyee High School. Note that this document does not address SeaTac Airport noise policy; it focuses on general city governance and community health initiatives.

Regional airports continue to play a vital role in meeting aviation and development needs

A 2002 presentation to the Washington State Senate Transportation Committee argues that regional airports play a vital role in relieving pressure on major hubs like Sea-Tac by distributing aviation demand across multiple facilities. The presentation highlights that many large metro areas already operate successful multi-airport systems—such as the New York and Los Angeles regions—and that low-cost carriers actively seek out regional airports for their cost and service advantages. It also notes that a post-9/11 drop in air travel demand created an opportunity to study and plan for expanded regional airport capacity in Washington State.

Glossary of Commonly Used Acoustic and Air Traffic Control Terms

This Port of Seattle glossary defines key acoustic and air traffic control terms used in airport noise policy discussions. It explains measurements like decibels (dB), A-weighted decibels (dBA), and the Day-Night Noise Level (DNL), which is a 24-hour average used to map noise exposure around Sea-Tac Airport. It also covers Federal Aviation Regulations (Parts 36, 91, and 161) that govern aircraft noise standards, phase-out schedules for older noisy aircraft, and the process for airports to adopt new noise rules.

Seattle-Tacoma International Airport FAR Part 150 Study Update: Regulatory Environmental Meeting

This May 1998 document from the Barnard Dunkelberg & Company Team presents a FAR Part 150 Study Update for Seattle-Tacoma International Airport, covering the history of federal aviation noise policy. It traces key regulatory milestones including the FAA Aviation Noise Abatement Policy of 1976, the Aviation Safety and Noise Abatement Act of 1979, and the Airport Noise and Capacity Act of 1990. The document explains what FAR Part 150 is, what it means for airport operators and surrounding communities, and how voluntary land-use compatibility studies evolved into formal regulatory requirements over time.

Regional Transportation Plan airport system amendment draft environmental impact statement

This 1987 Draft Environmental Impact Statement from the Puget Sound Council of Governments evaluates alternatives for expanding the regional airport system in the Puget Sound area through the year 2020. The study found that all alternatives would generate significant impacts to both natural and human environments, including noise and land-use concerns, with the key distinction being whether those impacts would be concentrated at existing airport sites or spread across new locations. No single alternative was found to be clearly superior, and the report called for extensive mitigation measures and further site-specific analysis to guide final decision-making.

Airport Noise Remedy Update – Meeting Notice and Working Paper Distribution

A January 1984 Port of Seattle memorandum notifies the Technical Working Committee of an upcoming meeting on January 25 to review noise remedy programs for Jackson (Sea-Tac) International Airport, including land acquisition, purchase assurance, and sound insulation proposals. Attached is a draft chapter evaluating on-airport and off-airport noise abatement measures against ten criteria, such as airspace compatibility and aircraft safety. The document outlines which measures were recommended for implementation following an initial screening process described in an earlier chapter.

Meeting minutes: Policy Advisory Committee subcommittee on updating the Sea-Tac/Communities Plan noise remedy programs

These are the meeting minutes from a March 23, 1982 Policy Advisory Committee session at Sea-Tac International Airport, focused on updating the Sea-Tac/Communities Plan Noise Remedy Program. The committee discussed how to engage affected residents between South 128th and South 135th Streets through direct mailings and community outreach, debated whether to address noise impact areas individually or as a whole, and reviewed the status of ongoing housing acquisitions, with the Port having already spent $28–$29 million on housing acquisition and relocation. Key concerns included funding limitations, construction in potential acquisition zones, hardship cases for vulnerable residents, and the timeline for completing the program.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
