    ★
Letter from Port of Seattle Policy Advisory Committee Chairman Oris Dunham to Virginia Dana providing status update on the Airport Open Use (AOU) classification in King County Zoning Ordinance. Highline Community Plan: Proposed Area Zoning

    ★
This January 1980 King County Division of Planning report proposes new zoning maps for the Highline community, located south of Seattle between I-5 and Puget Sound, to implement the Highline Communities Plan adopted in December 1977. The plan translates land use policies into specific zoning classifications covering topics such as mixed-use development, mobile home development, an Airport Open Use Zone, and landscaping guidelines. It applies only to unincorporated King County areas and was subject to public community meetings and hearings before adoption by the County Council.

Sea-Tac Communities Plan: Airport Vicinity Area and Planning Jurisdictional Area (Section 3.2.1)

This document describes the planning study area surrounding Seattle-Tacoma (Sea-Tac) Airport, which encompassed the entire Highline School District and portions of the Federal Way and South Central School Districts. The study identified four sub-areas forming an 'airport vicinity' zone — defined as the area of primary airport-community incompatibility — to guide policy and land-use planning. King County holds major planning responsibility for the broader sub-regional area, with the Sea-Tac Communities Plan intended to integrate with the wider Highline Community Plan through post-plan coordination.

Letter from Virginia Dana Opposing Highline Communities Plan Soccer Fields Under Flight Path

In this letter, resident Mrs. Virginia E. Dana strongly opposes plans to place soccer and football fields under the flight path near Sea-Tac Airport, arguing that the FAA's own density guidelines and safety recommendations are being ignored. She references a 1974 FAA letter stating that certain land uses would not be permitted in extended clear zones with FAA participation, and criticizes Highline planners for repeatedly siting recreational facilities in inappropriate locations near the airport. Dana urges officials to hold public meetings and transparently inform neighboring residents about the planning process, including FAA guidelines and maps.

    Sea-Tac Forum: January 1987

This January 1987 edition of the Sea-Tac Forum newsletter reports on the Port of Seattle's ongoing Noise Remedy Program, which had already soundproofed 14 homes near Sea-Tac Airport and provided selling assistance to homeowners in high-noise areas. The program, part of a broader 15-year plan expected to benefit thousands of households, was drawing interest from major airports across the country seeking to launch similar initiatives. The newsletter also includes a community calendar of January 1987 meetings related to airport noise, land use, and flight track planning.

North Issue #15: Highline Communities Land Use Plan Map Zoning Amendment

North Issue #15 addresses a zoning change proposal for a property in the Highline Communities area near Sea-Tac Airport. The property, currently zoned ML (Light Manufacturing), was the subject of a panel-recommended amendment dated January 27, 1981, proposing a reclassification to SR (Single Family Residential) at a density of one unit per acre. The recommended changes would update both the Highline Communities Land Use Plan Map and the Area Zoning pages to reflect the shift from industrial to single-family use.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
