    HB1303 Environment Committee Hearing

Introducing the CURB Act V2.0 The first meeting of the State House Environment Committee introduced HB1303 (bill,  analysis), also known as ‘the CURB act’. The CURB Pollution Act: Cumulative Risk Burden Pollution Act Fact Sheet

The CURB (Cumulative Risk Burden) Pollution Act is a proposed Washington State law that would require environmental justice considerations to be factored into pollution permitting decisions, with the goal of protecting communities that have historically faced disproportionate pollution burdens due to redlining and institutional racism. The act would require agencies to deny new permits that add cumulative pollution effects in overburdened communities and increase public participation in the permitting process. It builds on Washington's existing Healthy Environment for All (HEAL) Act by directly applying environmental justice principles to pollution permitting.

HB 2070: Bill Analysis — Integrating Environmental Justice Considerations into Certain Project Decisions

Washington State House Bill 2070 requires government agencies to complete environmental justice impact statements alongside standard environmental reviews for new, expanding, or permit-renewing projects located in pollution-burdened communities. The bill outlines what these statements must include, how affected communities must be notified and given input, and mandates that agencies deny or require mitigation for projects that would worsen environmental or public health conditions in already overburdened areas. Note that this bill addresses broad statewide environmental justice policy and does not specifically pertain to Sea-Tac Airport noise issues.

Senate Bill 5990: Integrating Environmental Justice Considerations into Certain Project Decisions

Washington Senate Bill 5990, introduced in January 2024, aims to reduce environmental health disparities by requiring assessment of cumulative pollution burdens on overburdened communities before approving new projects. The bill defines key terms such as 'disproportionate impact' and 'environmental justice impact statement,' and establishes a framework to evaluate stressors like air pollution, water quality, and public health risks. Note: this bill addresses broad environmental justice concerns statewide and does not specifically address Sea-Tac Airport noise policy.

HB 2070: Integrating Environmental Justice Considerations into Certain Project Decisions

Washington House Bill 2070 (2024) aims to reduce environmental health disparities by requiring environmental justice impact assessments for projects that may add pollution burdens to already overburdened communities. The bill defines key terms such as 'disproportionate impact' and 'adverse cumulative stressors' to evaluate whether a proposed project would worsen air, water, or other environmental conditions in vulnerable neighborhoods. Note: this bill addresses broad environmental justice considerations statewide and does not specifically concern Sea-Tac Airport noise policy.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
