November 2025 Election: South King County Candidate Responses on Environmental Issues

Ahead of the November 2025 election, candidates for the Port of Seattle Commission and the 33rd District House of Representatives responded to questions from Defenders of Highline Forest about environmental and health impacts on communities living near SeaTac Airport. Port Commission candidates Ryan Calkins and Toshio Hasegawa outlined plans to accelerate noise insulation programs, pursue sustainable aviation fuel goals, and work toward permanently preserving North SeaTac Park as community greenspace. State House candidate Edwin Obras proposed comprehensive legislation called the Airport-Adjacent Community Health & Mitigation Act, which would mandate noise and air quality fixes, establish emissions deadlines for ground operations, and create independent oversight to protect airport-adjacent residents.

Community Input on Port Of Seattle Draft Final Land Stewardship Plan

A community member submitted detailed feedback to Port of Seattle officials on January 5, 2024, reviewing the Draft Final Land Stewardship Plan (LSP) for Seattle-Tacoma International Airport. The letter argues that the plan falls short of the Port's own adopted Environmental Land Stewardship Principles, particularly regarding equity, environmental justice, and restoration of habitats degraded by past Port actions. The writer urges Port decision-makers to strengthen the plan by embedding equity goals across all objectives, expanding the definition of land stewardship to include restoration, and better addressing the historical health, noise, and environmental burdens borne by communities living near the airport.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
