Study of the current and ongoing effects of the operation of the Seattle-Tacoma International Airport

    ★ 32
This draft report, prepared by Stantec and Ricker Cunningham for the Washington State Department of Commerce under ESSB 6032, examines the current and ongoing effects of operating Seattle-Tacoma International Airport (Sea-Tac). It covers the airport's broader impacts on surrounding communities, likely including noise, land use, and environmental concerns. The report was released in draft form on February 28, 2020, for review and comment only, and was not intended for final distribution at that time.

Post-report update from the Technical Advisory Committee

The Washington State Department of Commerce's Technical Advisory Committee (TAC) reviewed 72 recommendations from a study on Sea-Tac Airport's impacts on neighboring cities, ultimately prioritizing 13 key next steps. These priorities span public health, air quality, noise and vibration, mobility, and environmental concerns, including expanding late-night noise limits, improving air quality monitoring, and developing alternative noise metrics beyond standard day-night average (DNL) contours. The TAC also recommended revising the report's language around the Port of Seattle's airport expansion plans to reflect that the proposal was still under FAA review at the time of publication.

Study of the Current and Ongoing Effects of the Operation of the Seattle-Tacoma International Airport: Appendix A, Section 10 – Light

This section of a 2020 study examines how the operation of Seattle-Tacoma International Airport affects nighttime light conditions in surrounding communities, using satellite imagery data collected between 1998 and 2018. Researchers analyzed 'skyglow' — light pollution caused by electric fixtures and light reflected off surfaces like roads and parking lots — across the broader Central Puget Sound region. The study notes that nighttime light emission readings can vary by 15–20% due to factors such as weather, seasonal vegetation, and imaging conditions, and it identifies specific light fixture types that contribute most to sky glow.

Appendix A, Section 5 (pages 61–99) of the Stantec 2019/2020 Department of Commerce Sea-Tac Airport Communities Impact Study, dated 29 May 2020. Covers noise and vibration effects of Seattle-Tacoma International Airport operations from 1997 to 2019. Topics include aircraft noise metrics (Lmax, SEL, DNL), A-weighted decibel (dBA) scale, Day-Night Average Sound Level (DNL), Sound Exposure

Section 1: Introduction — Study of the Current and Ongoing Effects of the Operation of the Seattle-Tacoma International Airport

A 2020 Washington State study, funded by the legislature and six nearby cities with a combined $600,000 budget, examines how Seattle-Tacoma International Airport's operations have historically affected surrounding communities including Burien, Des Moines, Federal Way, Normandy Park, SeaTac, and Tukwila. Unlike a similar 1997 study that projected future impacts from a proposed third runway, this study reviews historical data from 1997 to 2019 to establish a baseline of airport-related impacts across a range of metrics. The study area covers about 61 square miles and is home to over 237,000 residents, a population density roughly 3.3 times greater than the King County average.

Covers nighttime light emissions and sky glow associated with Seattle-Tacoma International Airport operations, using NOAA/DMSP satellite data (1992–2013) and VIIRS DNB data (2012–2018) processed via lighttrends.lightpollutionmap.info. Analyzes light intrusion across the study area including Burien,

Stantec 2020 Sea-Tac Airport Impact Study: Appendix A, Section 4 – Community Input (pp. 41–43)

A 2020 study gathered input from 48 community stakeholders near Seattle-Tacoma International Airport, finding that while residents valued the economic benefits, jobs, and convenient access the airport provides, noise and air quality were the top concerns—especially for those living to the south and west under flight paths. Stakeholders raised issues including late-night flights, NextGen procedures concentrating aircraft noise, ultrafine particle pollution, and the limitations of existing noise mitigation programs. Traffic congestion and potential public health impacts from aircraft emissions were also frequently cited challenges.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
