Complaints may force change in PAC picks

A 1983 Times-News article reports that complaints about the Highline Community Council's informal and inconsistent process for appointing citizen representatives to the Policy Advisory Committee (PAC) — the body overseeing Sea-Tac airport development and noise policy — may force a reform of the selection method. Critics argued that appointees often lacked knowledge of the PAC's purpose and that residents most affected by airport noise were being excluded. A six-member sub-committee was formed to investigate the current process and recommend alternatives.

Memorandum to Policy Advisory Committee: Scope of Work for the Sea-Tac Noise Remedy Program Update

A 1982 Port of Seattle memorandum from Special Project Director Art Yoshioka outlines the scope of work for the Sea-Tac Noise Remedy Program Update, which aimed to address aircraft noise impacts on surrounding communities. Three planning strategies were evaluated, and the third was selected for its ability to complete an initial land acquisition phase within eight months—faster than the 12- or 24-month timelines of the alternatives. The chosen approach prioritized quickly acquiring properties in noise-impacted areas not yet covered by existing programs, fulfilling prior commitments to affected communities near Sea-Tac Airport.

Zone 3 Steering Committee Letter to Jeanne Zalud Regarding PAC Application and Community Representation

In May 1979, Jeanne Zalud of Des Moines, WA applied to serve as a citizen representative on the Policy Advisory Committee (PAC) for the Sea-Tac Communities Plan, citing her community involvement and knowledge of the S.T.C.P. The Zone 3 Steering Committee responded in July 1979, acknowledging her application but informing her that further action on PAC representation had been postponed until January 1980. The committee expressed its position that proper citizen representation on the PAC should come from residents of the affected communities, with north and south representatives drawn from noise remedy areas and east and west from land use areas.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
