Memorandum of understanding: Aircraft noise mitigation study

This Memorandum of Understanding establishes a cost-sharing agreement between Prince George's County (Maryland), Fairfax County (Virginia), and the City of Alexandria (Virginia) to jointly hire a contractor to study and propose ways to reduce aircraft noise impacts near Ronald Reagan Washington National Airport. Each of the three parties agrees to contribute up to $83,333 toward a total project budget of $250,000, with Alexandria taking the lead on contractor procurement and contract management. The agreement runs for two years with the option to renew for up to two additional one-year terms.

DCA Fly Quiet Program: Ronald Reagan Washington National Airport

This document outlines the Fly Quiet Program at Ronald Reagan Washington National Airport (DCA) in Washington, D.C., describing the airport's efforts to reduce aircraft noise impacts on surrounding communities. Key measures include FAA-approved flight procedures, a nighttime noise rule with financial penalties for violations between 10 p.m. and 7 a.m., limits on engine run-ups, and requests to airlines to use quieter aircraft. The program also operates a public noise complaint system, flight-tracking tools, and a noise monitoring network to keep residents informed and engaged.

DCA CWG Fly Quiet Subcommittee Response to MWAA’s October 23rd “Fly Quiet” Document

This January 2026 presentation from the DCA Community Working Group (CWG) responds to the Metropolitan Washington Airports Authority's (MWAA) October 2025 'Fly Quiet' document, arguing that MWAA's response focuses on past accomplishments rather than actionable steps to reduce aircraft noise. The CWG contends that MWAA should hire an outside consultant (at roughly $100,000 per year) to analyze airline-specific data such as nighttime flights, fleet mix, and go-arounds, which could lead to concrete noise-reduction recommendations. The document highlights a fundamental disagreement between MWAA, which views its current efforts as sufficient, and the CWG, which believes a dedicated, data-driven Fly Quiet program is both affordable and necessary.

Vianair South of Ronald Reagan Washington National Airport (DCA) Project: Final Report — Identification and Evaluation of Strategies to Reduce Aircraft Noise Impacts

This report details a community-driven project in which the City of Alexandria, Fairfax County, and Prince George's County worked with aviation consultants Vianair to develop recommendations for reducing aircraft noise south of Ronald Reagan Washington National Airport (DCA). The project proposed modifications to flight departure and arrival procedures, including routing planes more over the Potomac River, increasing flight altitudes over residential areas, and spreading flight tracks to avoid concentrating noise over any single community. The resulting recommendations aim to improve both noise conditions and flight safety while reflecting input gathered from residents through public meetings, surveys, and community working groups.

DCA South of Airport Aircraft Noise and Mitigation Study: Recommendations and Noise Analysis

This October 2025 report from the DCA South of Airport Aircraft Noise and Mitigation Study examines how post-Metroplex airspace changes increased aircraft overflights and noise exposure for residents south of Ronald Reagan Washington National Airport, including communities in Alexandria, Fairfax, and Prince George's Counties. The study, conducted by aviation consultancy Vianair, presents recommendations and noise analysis aimed at reducing the impact of arrival and departure flight paths on affected residential populations. Note: This document pertains to DCA (Washington, D.C.), not Sea-Tac Airport.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
