Four-City Joint Comment Letter on Seattle-Tacoma International Airport SAMP Draft Environmental Assessment

Four cities near Seattle-Tacoma International Airport — Burien, Normandy Park, SeaTac, and Des Moines — submitted formal comments in December 2024 objecting to the airport's Sustainable Airport Master Plan Environmental Assessment. The cities warn that planned growth will increase annual flight operations by nearly 20% by 2032, expanding the noise impact zone and exposing an estimated 22,000 residents to significant aircraft noise, up from about 14,000 in 2022. They call on the Port of Seattle to extend public review periods, improve its sound insulation program, and take proactive steps to protect the low-income and minority communities most burdened by airport noise.

City of Normandy Park City Council Regular Meeting Agenda — December 10, 2024

The Normandy Park City Council's December 10, 2024 agenda includes renewal of a lapsed Interlocal Agreement (ILA) among four cities — Normandy Park, Des Moines, Burien, and SeaTac — formed to coordinate review of the Port of Seattle's Sustainable Airport Master Plan (SAMP) and its environmental impacts. The renewed agreement removes a fixed expiration date, instead allowing the partnership to continue until the SAMP environmental review process is fully complete. Normandy Park contributes 5.6% of shared costs and has participated in the collaborative effort since the ILA's original adoption in March 2018.

Email Exchange: Normandy Park Mayor Eric Zimmerman on SAMP Frustrations and StART Strategy

In a November 2024 email exchange, Normandy Park Mayor Eric Zimmerman acknowledges frustration with the Sea-Tac Airport Master Plan (SAMP) process, explaining that the Port of Seattle Commission holds the real power over airport growth but that pro-growth cities like Seattle and Bellevue dominate that political landscape. He cautions against taking an activist stance toward the Port, warning that doing so could jeopardize the city's participation in the StART engagement process and cost Normandy Park hard-won mitigation benefits, such as an overnight runway use agreement that shifted late-night landings away from the third runway. The email was prompted by a journalist named Stuart Jenner, who reported writing a story about SAMP meetings held on November 13 and 14, 2024.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
