Handwritten Notes: FAA Responsibility and Community Complaints Regarding Airline Safety and School Building Use

A community member raises questions about who should accept responsibility for airport-related concerns — the Port of Seattle, King County, the FAA, or local residents who helped plan the N.S.I.P. — noting that the FAA is responsible for safe aircraft use but that following its guidelines could avert greater tragedy in the event of an airline mishap. A separate complaint is also filed against the Highline Public School District regarding the conversion of Boulevard Elementary School and Seaer High School into non-educational facilities, with the writer citing code violations and lack of concern for impact on adjacent neighborhoods.

Handwritten notes on airport grant assurances and noise mitigation

Handwritten notes reviewing an FAA document on airport grant assurances, referencing noise mitigation policy and Kandahar Corridor Syndrome (KCS). The notes criticize the postponement of noise mitigation efforts in favor of the SAMP (Sustainable Airport Master Plan), quoting language suggesting 'little or no downside for the clients' and expressing concern that passengers and airlines are being prioritized over local communities. A URL referencing FAA airport grant assurances (airport-sponsor-assurances-aip(1).pdf) is also included.

Handwritten notes with names and tallies (Book #2)

This handwritten notebook page (Book #2) appears to contain a list of names and notes related to a community or council meeting, including references to individuals such as Frank Colson, Kelly Borrows, and Alan Fuentes, along with notations that may relate to an HP City Council and community concerns. The cursive handwriting is partially upside-down and difficult to fully decipher, but suggests a record of attendees or contacts involved in a local policy or noise-related discussion. No specific Sea-Tac Airport noise policy details are clearly legible in this fragment.

    CASE officers and contacts list

This document appears to be an organizational roster for CASE (Citizens Against Sea-Tac Expansion), listing officer positions and contact information including a Chair (acting), Vice Chair, Treasurer, Secretary, and members of Technical and Research Committees focused on noise and environmental health concerns. The document references a goal of addressing airport expansion alternatives and includes phone numbers for key members such as Loretta Bower (Treasurer) and Joan Bell (Secretary). It likely dates from the early period of community organizing around Sea-Tac Airport expansion opposition.

EXH AR024627: Handwritten Notes – Mixing Zones, NPDES, Regulatory Implications, Third Runway EIS

Handwritten notes outline eight key discussion points related to a mixing zone (MZ) study, including an examination of stream dynamics, regulatory questions about MZ implications under NPDES permitting, and how to weigh evidence for defensibility. The notes raise questions about whether mixing zones are appropriate at all, and whether existing regulations are flexible enough to accommodate site-specific MZ conditions. A final point flags that mixing zones near water quality listing designations will be a particularly difficult policy 'sell.'

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
