2018 Community greenhouse gas emissions inventory

    ★ 34
Seattle's 2018 Community Greenhouse Gas Emissions Inventory, prepared by the Seattle Office of Sustainability & Environment, tracks and analyzes the city's greenhouse gas emissions across sectors including transportation, buildings, industry, and waste. The report compares 2018 emissions data against previous years, examines per capita trends, and outlines Seattle's climate reduction goals and strategies. Note: This document focuses on citywide carbon emissions and climate policy, and does not address Sea-Tac Airport noise issues.

Air Quality and Greenhouse Gas Technical Report: Sustainable Airport Master Plan Near-Term Projects

This technical report, prepared by Landrum & Brown for the Port of Seattle in March 2024, analyzes air quality and greenhouse gas emissions associated with near-term projects in the Sustainable Airport Master Plan for Sea-Tac Airport. It covers emission sources including aircraft, ground support equipment, stationary and mobile sources, and construction activities. Note that following changes to federal executive orders and a 2025 Supreme Court ruling, references to climate change preparedness and cumulative impact analysis were removed from the final version, leaving only the quantified GHG emissions disclosures.

Appendix C: Air Quality and Greenhouse Gas Technical Report: Sustainable Airport Master Plan Near-Term Projects

Appendix C of the Sea-Tac Sustainable Airport Master Plan covers air quality and greenhouse gas emissions analyses prepared for the Port of Seattle by Landrum & Brown. It includes technical reports on emissions from aircraft, ground support equipment, construction, and other airport sources, as well as a human health risk assessment focused on ultrafine particles. Note that some climate-related sections originally included in the Draft Environmental Assessment were later removed following changes to federal executive orders and a 2025 Supreme Court ruling.

King County Communitywide Consumption-Based GHG Emissions Inventory: Puget Sound Regional Emissions Analysis

This 2022 report by EcoDataLab and Stockholm Environment Institute provides a consumption-based greenhouse gas emissions inventory for King County and the broader Puget Sound region, tracking emissions tied to residents' purchases and behaviors across categories such as transportation, food, housing, goods, and services. It analyzes historical emissions trends, neighborhood-level variations, and supply chain stages, then outlines potential strategies for reducing those emissions through policy changes and shifts in household consumption patterns.

Annexes to the inventory of U.S. GHG emissions and sinks

This document is a technical annex to the U.S. Greenhouse Gas Emissions and Sinks Inventory, outlining the methodologies used to measure and categorize national greenhouse gas emissions from 1990 to 2015. It identifies 'key categories' — the emission sources with the greatest impact on total national greenhouse gas levels, trends, and uncertainty — using standardized IPCC guidelines. The largest emission sources identified include road transportation, coal-fired electricity generation, and natural gas combustion across industrial, residential, and commercial sectors.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
