    Airport Improvement, January/February 2026

The January/February 2026 issue of Airport Improvement magazine includes a feature on Seattle-Tacoma International Airport detailing how a cyberattack led to operational setbacks, prompting the airport to refine its processes and adopt renewed cybersecurity precautions. The article is one of several in the issue covering infrastructure, technology, and resilience projects at major airports across the United States. Note that this publication does not contain specific content related to Sea-Tac Airport noise policy.

Comments on Docket Number FAA 2022-1203: Draft Policy regarding processing land use changes on federally acquired or federally conveyed airport land

Charlotte Douglas International Airport (CLT) submitted comments to the FAA in October 2022 opposing a proposed new policy on land use changes at federally acquired airport land, arguing that existing regulations already adequately govern non-aeronautical land use. CLT requested that if the policy moves forward, the FAA clarify approval timelines, lease evaluation procedures, and criteria for mixed-use land decisions. The letter emphasizes that non-aeronautical development is essential for airports to remain financially self-sustaining and to ensure compatible land use around airport property.

Aircraft noise and overflight dispersion: Opportunities and challenges

A 2021 Aviation Noise and Emissions Symposium presentation by Charlotte Douglas International Airport Noise Abatement Specialist Dan Gardon explores the shifting landscape of aircraft noise complaints, noting that community annoyance is increasingly driven by the frequency of overhead flights rather than individual loud noise events. The presentation examines the opportunities and challenges airports face in dispersing flight paths to manage overflight noise. While focused on Charlotte Douglas, the insights are broadly relevant to airport noise management policy across the industry.

At the request of the Federal Aviation Administration (FAA), Charlotte Douglas International Airport (CLT) convened the Airport Community Roundtable (ACR) in 2017. This broad-based community initiative provides input into airport-related noise impacts and finds, where possible, practical solutions and recommendations for the FAA to consider when determining aircraft operating procedures at CLT.Meetings provide an opportunity

Comparison of Researched Airports on Specific Issues of Membership, Recording, and Invited Experts

This document compares the governance practices of three major U.S. airport advisory committees — Charlotte-Douglas (NC), LAX (CA), and Chicago O'Hare — across key issues including membership by elected officials, public recording of meetings, agenda-setting, advance notice of materials, and inclusion of expert witnesses. The comparison is used to evaluate StART (Sea-Tac Airport Roundtable), which currently lacks most of these features, with the BAC (Boeing Airport Committee) flagging items such as public recordings and expert witness inclusion as highest priorities. The findings highlight significant gaps between StART's current practices and the more transparent, publicly accessible models used at other major airports.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
