Environmental Remediation Liability Sites – Aviation: Lora Lake Apartments and Sea-Tac Airport PFAS Map

This map, prepared for a November 11, 2025 meeting, identifies Environmental Remediation Liability Sites associated with Seattle-Tacoma International Airport's Aviation division. It highlights three key locations — Lora Lake Apartments, a SEATAC Airport PFAS site, and a southern parcel near Auburn — shown within red property boundary outlines on an aerial view of the Sea-Tac area. The sites are likely linked to contamination concerns, such as PFAS chemicals used in airport firefighting foam, that require ongoing environmental cleanup efforts.

Corps wetland and aquatic resource impact analysis

This document analyzes the environmental impacts of construction projects at a north airfield area on wetlands and waterways in the Miller Creek Basin. It details how filling approximately 2.75 acres of wetlands and 980 linear feet of Miller Creek will affect water quality, hydrology, fish habitat, wildlife, and plant communities. It also describes a compensatory mitigation plan at the nearby Vacca Farm site, where Miller Creek will be relocated and wetlands restored to offset the project's ecological losses.

Highline Forum Agenda and Draft Minutes: May 23, 2012 and March 28, 2012

The Highline Forum, a community advisory group connecting the Port of Seattle with nearby cities including Burien, SeaTac, and Des Moines, held meetings in early 2012 to discuss Sea-Tac Airport-related issues including noise abatement procedures, the Port's Century Agenda economic development goals, and a cleanup update for the Lora Lake contamination site. The May 23, 2012 agenda featured a dedicated session on noise abatement procedures presented by Port of Seattle Noise Programs representative Stan Shepherd, alongside discussions on refining the Forum's structure and Highline Public Schools' Capital Facilities Plan. Draft minutes from the March 28, 2012 meeting document community leaders raising concerns about job quality, regional transportation infrastructure, and tourism development in the Southwest King County area surrounding the airport.

Highline Forum Agenda and Draft Meeting Minutes, March 28, 2012 and November 16, 2011

The Highline Forum, a regional body representing cities surrounding Seattle-Tacoma International Airport, met in November 2011 to discuss aircraft noise concerns, including missed approaches and over-flight patterns affecting communities like Normandy Park and Federal Way. The meeting featured an FAA briefing on the Four Post Plan governing air traffic flow, as well as an update on the Greener Skies Initiative, which aims to use advanced navigation technology to reduce noise and emissions during aircraft approaches. A follow-up meeting was scheduled for March 2012 to continue discussions on refining the Forum's role and addressing ongoing community and port issues.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
