DCA Fly Quiet Program: Ronald Reagan Washington National Airport

This document outlines the Fly Quiet Program at Ronald Reagan Washington National Airport (DCA) in Washington, D.C., describing the airport's efforts to reduce aircraft noise impacts on surrounding communities. Key measures include FAA-approved flight procedures, a nighttime noise rule with financial penalties for violations between 10 p.m. and 7 a.m., limits on engine run-ups, and requests to airlines to use quieter aircraft. The program also operates a public noise complaint system, flight-tracking tools, and a noise monitoring network to keep residents informed and engaged.

Community impacts from NextGen noise: Questions for community groups

This document contains a structured set of interview questions developed for a GAO study (project 103933) examining how NextGen flight path changes have affected local communities through increased aviation noise. The questions are directed at community groups and cover topics including FAA outreach efforts before and after implementation, equity concerns, the drivers of noise complaints, and whether any flight path modifications were sought or made following implementation. It aims to assess how effectively the FAA communicated with and involved communities in performance-based navigation (PBN) decisions.

    Noise policy review

The FAA's Noise Policy Review examines the growing problem of aircraft noise around airports, comparing historical and current annoyance levels among nearby residents. A Neighborhood Environmental Survey found a substantial increase in the percentage of people highly annoyed by aircraft noise, with annoyance rising consistently across all levels of noise exposure — well above what older models like the Schultz Curve had predicted.

Aircraft noise and overflight dispersion: Opportunities and challenges

A 2021 Aviation Noise and Emissions Symposium presentation by Charlotte Douglas International Airport Noise Abatement Specialist Dan Gardon explores the shifting landscape of aircraft noise complaints, noting that community annoyance is increasingly driven by the frequency of overhead flights rather than individual loud noise events. The presentation examines the opportunities and challenges airports face in dispersing flight paths to manage overflight noise. While focused on Charlotte Douglas, the insights are broadly relevant to airport noise management policy across the industry.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
