StART SIRRPP Survey Overview and Results — Slide 4 (February 26, 2025)

Slide 4 from a Sea-Tac Airport (SEA) presentation titled 'Survey Overview and Results,' describing a noise insulation pilot survey designed to meet Order 2024-04, conducted within the 2014 SEA Noise Remedy Boundary. Outreach included mailings to approximately 3,200 single-family homes, a Port website page, Part 150 Study public meetings in June, StART Aviation Noise Working Group updates, and a Highline Forum meeting update.

StART SIRRPP Update — Slide 8: Sound Insulation Package Survey Results by Manufacturer and Year (February 26, 2025)

Slide 8 from a Port of Seattle / ESA 2024 report presents two tables summarizing 1,067 survey responses about sound insulation packages installed at Sea-Tac Airport. The left table compares response distribution by manufacturer (e.g., Alpine STC44 leading at 21.1%), while the right table breaks down installations by year, with Pre-1993 representing the largest share at 21.4% of survey responses, out of a total program baseline of 3,200 packages.

StART SIRRPP Update — Survey Overview and Results (February 26, 2025) — Slide 6

A presentation slide titled 'Survey Overview and Results (cont.)' reporting 1,067 survey responses (over 33% response rate), with operational concerns ranging from 60–75% and glass-related concerns from 50–72% depending on product. The slide concludes that overall age and design of the finished product—not the specific year or product installed—are the key factors driving residential concerns.

StART SIRRPP Update — EDI Survey Integration (Slide 5), February 26, 2025

A presentation slide (page 5) titled 'Survey Overview and Results (cont.)' describes EDI integration efforts including translation of survey materials into Port Tier 1 and Tier 2 languages (six additional languages), physical copies available in seven languages upon request, added demographic questions on race/ethnicity and income, and questions about residents' window/door concerns. The slide appears to be from a Port noise-related resident survey presentation, consistent with Sea-Tac Airport noise insulation program reporting.

Port Of Seattle Sound Insulation Repair, Replacement, and Preventive Program (SIRRPP) Homeowner Condition Survey

The Port of Seattle developed this Qualtrics survey to assess the condition of sound insulation treatments — such as windows and doors — previously installed in homes near Seattle-Tacoma International Airport. Residents are asked to verify their address, confirm property ownership and length of residency, and answer detailed questions about their windows, including how many exist and whether they were installed by the Port. The survey aims to identify items that may need repair, replacement, or maintenance.

    Landmark & Historic Site Information

This King County technical paper explains the difference between historic resource inventories and formally designated landmarks, clarifying that not every old building with a plaque is an officially recognized landmark. It describes the various levels of government — federal, state, county, and municipal — that maintain separate landmark registers, each with their own designation criteria, age requirements, and property-owner protections. The document also outlines several major inventory programs, including the King County Historic Resources Inventory and the Washington State Archaeological Site Inventory, which serve as research tools for identifying properties that may qualify for landmark status.

The Reimagined Workplace 2023: Striking a Delicate Balance

The report highlights the challenges HR leaders face in balancing employee preferences for flexible work arrangements against executive concerns over productivity, culture, and innovation. Note: this document addresses general workplace policy trends and does not contain content specific to Sea-Tac Airport or aviation noise policy.

Analysis of the Neighborhood Environmental Survey

This 2021 FAA report analyzes the Neighborhood Environmental Survey (NES), a large-scale study examining how aircraft noise affects communities around 20 U.S. commercial airports. Researchers surveyed over 10,000 residents and found that annoyance with aircraft noise increases steadily as noise levels rise, with significantly more people reporting high annoyance than older studies had suggested. The findings provide an updated national curve showing the relationship between measured noise exposure (DNL) and community annoyance, which can inform airport noise policy decisions.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
