    Case study of public outreach by FAA re: Greener Skies Program (NextGen) as it relates to Beacon Hill neighborhood in Seattle

    This document argues that the FAA and Sea-Tac Airport failed to properly account for combined aircraft noise from both Sea-Tac and Boeing Field when approving the Greener Skies/NextGen flight program, leaving hundreds of Beacon Hill homes without sound insulation assistance they may have been entitled to. A 2002 King County International Airport study had already identified that noise levels in parts of Beacon Hill exceeded the 65 dB DNL federal threshold when both airports' noise was measured together, yet no mitigation was provided. The document also highlights that no public outreach was conducted in the Beacon Hill neighborhood—a majority-Asian, multilingual community—before the new flight paths were implemented.

    Seattle-Beacon Hill Station: Focus on Air Monitoring

    Washington State's Department of Ecology has operated the Seattle-Beacon Hill Air Monitoring Station since 1979, tracking pollutants such as ozone, nitrogen dioxide, fine particles, and air toxics to ensure compliance with national air quality standards. Over four decades of data show significant air quality improvements, including a 60% decline in nitrogen dioxide and a 40% reduction in fine particle concentrations, largely due to stricter emissions regulations. The station also supports ongoing research and community efforts to address air pollution disparities in overburdened neighborhoods of South Seattle.

    Fix the Harm from Sea-Tac Airport Flights: Education Campaign Fact Sheet

    The Beacon Hill Council and El Centro De La Raza are calling on community members to take action against the environmental, health, and equity harms caused by SeaTac Airport flight operations, which affect nearly 420,000 residents — including large proportions of people of color, immigrants, and refugees. Aircraft noise regularly exceeds World Health Organization safe limits, while air pollution from flights contributes to cardiovascular disease, respiratory illness, and developmental harm in children, with no current mitigation available for many impacted neighborhoods. The campaign also warns that SeaTac's planned expansion — from 47 to 66 million passengers, doubled international flights, and tripled air cargo — will worsen these impacts, and pledges to submit community concerns to the FAA during the expansion review process.

    The Relationship between Airplane Emissions & Pre-Mature Births

    A December 2020 presentation by Public Health Seattle and King County researcher Kris Johnson, PhD, examines the link between airplane emissions and premature births. The slides outline serious health risks associated with preterm birth, including cognitive delays, hearing and vision problems, SIDS, ADHD, and greater likelihood of chronic diseases such as heart disease and diabetes in adulthood. Mothers who deliver preterm also face elevated risks of hypertension, cardiovascular disease, and repeated preterm deliveries.

    The relationship between flight traffic, ultrafine particles and noise from the Seattle Aircraft Air and Noise Study

    Researchers from the University of Washington School of Public Health examined how aircraft flight traffic at Seattle-Tacoma International Airport relates to ultrafine particle pollution and noise levels in surrounding communities. The study highlights that neighborhoods such as Beacon Hill and other South King County areas already rank among the most environmentally burdened in Washington State, facing cumulative hazards including both air and noise pollution from aircraft. The findings are intended to inform policy discussions about the health impacts of airport operations on nearby, often disadvantaged, communities.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
