Des Moines Creek Basin Committee: Options for Moving Forward

This April 2023 presentation by Erin Nelson outlines options for the Des Moines Creek Basin Committee as it prepares to renew its Interlocal Agreement (ILA), a cooperative arrangement among local jurisdictions managing the creek basin near Des Moines, Washington. The meeting agenda covers a review of past studies and committee accomplishments, a discussion of what has worked and what needs improvement, and a decision on workable paths forward. While focused on stormwater and creek basin management rather than airport noise policy directly, the Des Moines Creek basin is located adjacent to Sea-Tac Airport and its management is relevant to the broader environmental context of the surrounding area.

Airport Alternative Committee October 5, 1992 meeting notes

These documents relate to the Airport Alternative Committee's October 1992 meeting, which brought together cities, community organizations, and citizen groups concerned about aircraft noise around Seattle-Tacoma (Sea-Tac) Airport. The committee evaluated criteria and requirements for addressing airport expansion, including minimizing noise impact on the largest number of people, maximizing aircraft and ground safety, and providing 750 operations capacity by the year 2020. Alternative airport sites such as Vancouver, Black Lake, Fort Lewis, Portland, McCord, Arlington, and SeaTac were also discussed.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
