Sea-Tac Communities Plan: Plan Summary Brochure

The Sea-Tac Communities Plan, jointly developed by the Port of Seattle and King County beginning in 1973, outlines strategies to improve compatibility between Sea-Tac International Airport and surrounding neighborhoods, with a focus on aircraft noise remedies, water quality improvements, and land use conversion. The plan identifies specific areas for outright property acquisition, purchase guarantees, and noise insulation programs affecting thousands of homes north and south of the airport. It also establishes policies for drainage management, community development, and long-term airport facility improvements to accommodate projected air traffic growth through 1993.

Community open house: Burien, Des Moines, and SeaTac demand equity for airport-impacted communities

The cities of Burien, Des Moines, and SeaTac held a Community Open House to demand equity for communities impacted by Sea-Tac Airport, presenting concerns about a Draft Environmental Impact Statement (DEIS). The cities argue the DEIS fails to adequately address hazardous materials risks—including incomplete PFAS contamination mapping and insufficient evaluation of off-site pollution migration—and does not properly demonstrate how airport expansion affects nearby neighborhoods, parks, and land use. Key deficiencies identified include reliance on future regulatory compliance rather than current evidence, and a lack of clear analysis linking land use conclusions to technical findings.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
