Senate Ways & Means Committee Exec Session – SB 5898

Would bring WA State Aviation Fuel Tax into FAA compliance. This may open amendments to funding for noise mitigation. Maybe. It will take money from various pollution control funds (not airport). Senate Bill Report SB 5898 – Directing deposit of proceeds from taxes on aircraft fuel to the Aeronautics Account

Washington Senate Bill 5898 proposes redirecting tax revenues collected on aircraft fuel — specifically from the hazardous substance tax, petroleum products tax, and oil spill response tax — into the state aeronautics account, which is dedicated exclusively to aviation-related purposes. Supporters argue the change is needed to comply with federal Airport Grant Assurance requirements and to better fund Washington's airports, which contribute over $107 billion in business revenue and 410,000 jobs statewide. Opponents warn the shift could drain funding from the Model Toxics Control accounts that support environmental cleanup programs benefiting local governments and tribes.

Airport Law Digest No. 28: FAA Reauthorization, AIP Funding, FBO Pricing, and NextGen Updates

This July 2018 airport law digest covers key developments in FAA reauthorization, noting the House passed a six-year bill but Senate action remained pending, with the FAA's authorization set to expire September 30, 2018. The digest also addresses NextGen flight pattern disputes, including ongoing legal challenges relevant to airport noise impacts, such as a pending SoCal Metroplex case and Maryland petitions concerning flight paths at Reagan National and BWI airports. Additional topics include FBO pricing complaints, supplemental Airport Improvement Program funding deadlines, and concerns about firefighting chemical contamination of water supplies near airports.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
