    King County Council Notice: Proposed Motion 81-322 Rescinding Motion 4668, Building and Land Development File 224-78-R (Port Of Seattle Reclassification)

    In December 1979, the King County Council passed Motion 4668 approving a rezone request by the Port of Seattle (Building and Land Development File No. 224-78-R), subject to conditions including the Port providing 5 acres for a neighborhood park and agreeing not to develop a 55-acre Westside Greenbelt buffer area for ten years. In May 1981, the Council proposed Motion 81-322 to rescind and replace Motion 4668, with key differences in the conditions outlined on page 2 of each motion. The matter, which had been appealed by both the applicant and neighboring property owners, required a separate public hearing in affected communities as part of the site plan approval process.

    Motion No. 4668: King County Council Motion Concurring with Zoning and Subdivision Examiner Recommendation Regarding Reclassification Petitioned by Port Of Seattle, Building and Land Development File No. 224-78-R

    In December 1979, the King County Council passed Motion No. 4668, concurring with the Zoning and Subdivision Examiner's recommendation to approve a land reclassification petitioned by the Port of Seattle (File No. 224-78-R), related to development of a Boeing facility near Sea-Tac Airport. As conditions of approval, the Port of Seattle was required to provide 5 acres for a neighborhood park along 12th Avenue South and to enter into a memorandum of understanding with King County freezing development on a 55-acre Westside Greenbelt buffer zone for ten years. The motion also mandated a separate public hearing in affected communities during the site plan approval process, reflecting efforts to balance airport-related development with residential stability concerns.

    File 224-78-R: Environmental Assessment and Preliminary Report to the Zoning & Subdivision Examiner — Boeing Corporate Headquarters, Sea-Tac Airport West Side

    In 1978, the Port of Seattle applied to rezone a 29-acre parcel on the west side of Seattle-Tacoma International Airport from single-family residential to Manufacturing Park (M-P) to allow Boeing to build its Corporate Headquarters Office Facility. The proposed Phase I development included a two-story, 150,000-square-foot building with underground parking for 235 cars and roughly 200 employees, along with road construction, radar relocation, and site landscaping. The application required an Environmental Impact Statement and raised land-use compatibility questions given that surrounding community plans had designated much of the site as open space or parkland.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
