Port Of Seattle Sound Insulation Repair, Replacement, and Preventive Program (SIRRPP) Homeowner Condition Survey

The Port of Seattle developed this Qualtrics survey to assess the condition of sound insulation treatments — such as windows and doors — previously installed in homes near Seattle-Tacoma International Airport. Residents are asked to verify their address, confirm property ownership and length of residency, and answer detailed questions about their windows, including how many exist and whether they were installed by the Port. The survey aims to identify items that may need repair, replacement, or maintenance.

Five Typical Examples of Port Package Damage

These images document window condition issues including fogging between glass panes, condensation buildup, mold growth, and deteriorating frames and seals. The photos show evidence of moisture intrusion and seal failure in residential windows, with visible mold, rust stains, and dirt accumulation along window tracks and sills. Such conditions are commonly associated with prolonged exposure to noise-related vibration and humidity in properties near high-traffic areas like airports.

Some typical examples of Port Package problems

This document illustrates common defects found in Port Package window and door installations in homes near Sea-Tac Airport, showing problems that go beyond normal wear and tear. Issues documented include exterior mold growth that impairs visibility, active water leakage between window panes, and serious structural damage caused by water infiltrating wall framing — in one case requiring a full wall replacement costing $100,000. These problems are reported across the geographic area where Port Packages have been installed and are not attributed to homeowner misuse.

    Failed windows

A presentation slide titled 'Failed Windows' states that Alpine Windows installed in the 1990s had a higher than average failure rate, that Alpine went bankrupt in 2000 and stopped honoring warranties, and that approximately 5,000 homes received Alpine window products. The slide also notes that other products from the late 1980s and early 1990s may be failing due to end-of-lifespan issues, and that state legislation is being proposed to allow replacement of failed products.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
