How exiting Sea-Tac chief fit 10M more travelers into packed airport

By Paige Cornwell Seattle Times staff reporter When Lance Lyttle was named Seattle-Tacoma International Airport’s managing director in 2015, a Port of Seattle leader described him as someone who could “change the oil while the plane is in flight.” The port leader used the metaphor to describe how Lyttle would need to build capacity in

Letter from Burien City Council to Lance Lyttle regarding StART

The Burien City Council wrote to Sea-Tac Airport CEO Lance Lyttle raising concerns about the operations of the Sea-Tac Stakeholder Advisory Round Table (StART), a cooperative forum between the airport and neighboring cities. The letter identifies four key issues: limited community input into meeting agendas, inaccurate or incomplete meeting minutes, a lack of formal consensus process when StART's name was used to promote a voluntary nighttime noise reduction program, and insufficient time given to the Council to review StART decisions before they are finalized. The Council requests clearer timelines, audio recordings of meetings, and greater opportunity for elected representatives to provide feedback before public commitments are made on behalf of the City of Burien.

StART reform demands: Transparency, accountability, and process improvements

This document outlines community and city grievances against the Port of Seattle regarding the StART (Sea-Tac Roundtable) stakeholder process, demanding greater transparency, accountability, and audio-visual recording of meetings. It criticizes the Port for making vague bad-faith allegations against unnamed citizen members, issuing one-sided press releases about StART's successes without member consent, and failing to respond to long-standing requests from neighboring cities like Burien and Des Moines. The document calls for charter reforms to prevent StART from being used as a marketing tool or as legal evidence of community engagement.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
