Sustainable Airport Master Plan (SAMP): Presentation to Washington State Transportation Commission

    ★
A May 2015 presentation to the Washington State Transportation Commission outlines Sea-Tac Airport's Sustainable Airport Master Plan (SAMP), highlighting the airport's rapid growth—37.5 million passengers in 2014, making it the fastest-growing large hub airport in the U.S. The plan addresses future expansion projects including the NorthStar Alaska Hub and a new International Arrivals Facility. It also details the airport's environmental stewardship efforts, such as reducing air emissions through electric ground equipment, renewable natural gas buses, LED lighting upgrades, and earning North America's first airport Carbon Accreditation Certification.

Seattle-Tacoma International Airport Part 150 noise compatibility study final: Chapter one – inventory

    ★
This document is Chapter One of the Seattle-Tacoma International Airport (Sea-Tac) Part 150 Noise Compatibility Study, finalized in October 2013. It provides an overview of the airport's size, ownership by the Port of Seattle, and its role as the Pacific Northwest's primary commercial hub, while explaining the federal regulations (14 CFR Part 150) that guide airport noise compatibility planning. The study was undertaken to update a 2002 noise plan, accounting for major changes such as the opening of a third parallel runway in 2008, with the goal of reducing noise impacts on surrounding communities.

Port Of Seattle Commission memorandum – Airport Sustainability Master Plan

    ★
In September 2012, the Port of Seattle Commission considered a $6 million request to create a new Sustainability Master Plan (SMP) for Seattle-Tacoma International Airport, replacing an outdated 15-year-old plan. The update was driven by nearly 50% passenger growth since the last plan, rising capacity pressures on roadways, terminals, and taxiways, and the need to meet FAA requirements for federal grants and environmental permits. The SMP aimed to guide long-term airport development through 2015, balancing future growth with sustainability goals within the airport's existing footprint.

Aircraft impacts on local and regional air quality in the United States

    ★
This 2009 research report examines how aircraft emissions affect local and regional air quality across the United States, including public health impacts near major airports. It analyzes baseline emissions inventories, the relationship between airport delays and increased fuel burn and pollution, and evaluates strategies such as continuous descent arrivals and schedule de-peaking to reduce emissions. The findings are intended to inform aviation environmental policy and air traffic efficiency improvements.

It updates and replaces the previous Order 5050.4A ('Airports Environmental Handbook'), which had been in use for over 20 years. The order covers processes for analyzing environmental effects, including noise impacts, associated with airport development actions such as runway extensions and other airport improvements.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
