This agreement continues the partnership between the Port and the City which began with the City’s incorporation in 1990 and formalized by the original 1997 agreement. The current agreement was set to expire early in 2018. The new ten-year agreement establishes benefits for city residents and businesses, and supports the continued operation of Seattle-Tacoma International Airport, as it serves regional demand and is the nation’s ninth-busiest airport in the U.S. “Elected officials and staff of both the Port and the City of SeaTac have worked hard over the last couple of years to strengthen the relationship between our two agencies,” said John Creighton, Port of Seattle Commissioner. “The Port is not only committed to working with SeaTac to address the impacts of living next to a major international airport, we also want to share with SeaTac residents the benefits that come from the robust economic activity generated by Sea-Tac Airport for our region. ILA SeaTac Port of Seattle 2018 Executive Summary
2018 Interlocal Agreement between City of SeaTac & Port of Seattle EXECUTIVE SUMMARY Seattle-Tacoma International Airport (Sea-Tac) is located completely within the boundaries of the City of SeaTac. The City and Port have used interlocal agreements since 1997 to address issues that could be anticipated to arise with regard to the operation and growth of the airport and related facilities. There has been almost no litigation between the Port and the City during that time, resulting in greater efficiency, economic benefit and cost savings for both the Port and the City, especially with regard to the Airport’s capital program and property development. The current Interlocal Agreement (ILA) between the Port and the City of SeaTac will expire early in 2018. Staff teams from the Port and the City negotiated throughout the year on a new draft agreement under the oversight of the Joint Advisory Committee (JAC), which is comprised of two port commissioners and three councilmembers. With final negotiations and approval of the JAC, the proposed agreement is ready for consideration by the full Port Commission and full City Council. The proposed agreement is intended to be a comprehensive and cohesive package of elements for mutual value to both the Port and the City, and a commitment to a successful partnership, providing predictability and consistency for activities between the Port and the City.
