HB2609 was sponsored by 33rd District Rep and former Des Moines Mayor Lorraine Hine. It was a response to the end of the Flight Plan study which, having failed to site a ‘second airport, recommended moving forward with a Third Runway at Sea-Tac. It was a noble effort, but the legislation simply delayed that process two years with the pre-text of ‘more study’. Ironically, Ms. Hine was also the last President of PSCOG, the regional planning organization replaced by the PSRC about the same time.
