This is the Future (2018) Noise Exposure Map (NEM/NCP) for Seattle-Tacoma International Airport, produced as part of a 14 CFR Part 150 Study Update by the Port of Seattle. The map displays DNL noise contour bands (65–70, 70–75, and 75+ dBA) overlaid on surrounding land uses, with a data table showing the DNL 65–70 dBA contour covering 4.4 square miles and affecting an estimated 9,712 people; it includes a Sponsor's Certification signed by Elizabeth Leavitt, Director of Aviation Planning and Environmental Programs for the Port of Seattle.

    Port letter

In an October 2017 email to Burien City Council members, resident Sharyn Parker critiques a letter from Port of Seattle Chairman Tom Albro defending Sea-Tac Airport's expansion and noise mitigation efforts. She argues that Albro's response fails to address the real-world impacts of rapidly increasing flight operations—including a 9% annual average flight increase—on surrounding communities, and that the Port's noise modeling data is outdated and understates actual activity by 51%. Parker calls on the Council to challenge what she characterizes as the Port's lack of candor and possible intentional underestimation of flight projections to avoid costly noise and air quality mitigation requirements.

Email on 10/18/17 to Nancy Tosta and Debi Wagner regarding redrafting of the draft Council resolution

In an October 2017 email, Burien Advisory Committee member Sharyn writes to council members Nancy Tosta and Debi Wagner to propose revisions to a draft council resolution concerning Sea-Tac Airport noise and growth. She argues that Sea-Tac's 2013-2018 Part 150 Study severely underestimated actual flight operations by 51%, which has minimized noise mitigation efforts for South King County residents. She calls for updated noise modeling, a reduction in operational levels, and an end to flights over Seahurst, warning that without immediate action, residents could face nearly 1,500 additional flights per day by 2025 with no mitigation relief for another decade.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
