    West sub-area planning considerations

This draft planning document outlines west sub-area policies near Sea-Tac Airport, addressing noise impact reduction, environmental concerns, and land use transitions. Key provisions include halting mass property acquisition for noise mitigation, installing sanitary sewers near Miller Creek, controlling stormwater runoff from new airport development, and planting shade trees along local waterways. The document also proposes orderly conversion of single-family residential areas to higher-intensity uses, coordinated with the construction of S.R. 509 as a western boundary for redevelopment.

Your 2¢ Worth Meeting #5: Decision Maker Workshop Comments

Notes from a 1973 community meeting series capture residents near Sea-Tac Airport expressing frustration over airport noise, inadequate government responsiveness, and the handling of Zone 3 acquisition areas. Participants from neighborhoods including Riverton Heights, Valley View, Shorewood, and Des Moines called for fair property tax relief, equitable land acquisition at market value, and better coordination among King County, the Port of Seattle, and state legislators. The document reflects widespread public distrust of the planning process and demands for more transparent, community-informed decision-making on airport expansion and noise impacts.

King County Communitywide Consumption-Based GHG Emissions Inventory: Puget Sound Regional Emissions Analysis

This 2022 report by EcoDataLab and Stockholm Environment Institute provides a consumption-based greenhouse gas emissions inventory for King County and the broader Puget Sound region, tracking emissions tied to residents' purchases and behaviors across categories such as transportation, food, housing, goods, and services. It analyzes historical emissions trends, neighborhood-level variations, and supply chain stages, then outlines potential strategies for reducing those emissions through policy changes and shifts in household consumption patterns.

Greater Highline Community Parks Board: Purpose, Plan for Park Development, and History of North Sea-Tac Park

The Greater Highline Community Parks Board was organized in early 1981 to represent the local community in developing the North Sea-Tac Park, a project arising from the Port of Seattle's acquisition of land severely impacted by airplane noise from Sea-Tac Airport. The development plan included steps such as securing a master lease with the Port of Seattle, organizing sports and recreation programs, cleaning up and improving the site, and potentially taking over Sunset School for community use. Key milestones between 1980 and 1981 included a $30,000 master plan study, approvals from both the Port of Seattle Commission and King County, and a bid by the Parks Board on all Sunset School buildings contingent on obtaining the master lease.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
