EXH AR023786: Application Change/Transfer Water Right — Tyee Valley Golf Course Well
The Port of Seattle filed an Application for Change/Transfer of Water Right with the Washington State Department of Ecology in June 2000, seeking to add flow augmentation for Des Moines Creek as a purpose of use to an existing well water right (No. 2369) originally used for domestic supply, golf course irrigation, and related uses at Tyee Valley Golf Course in SeaTac. The proposed change would extend the water right beyond 2000 to support creek flow augmentation alongside continued domestic supply and golf course irrigation, covering the Des Moines Creek corridor from the airport property to the creek's mouth at Puget Sound. This application reflects the Port's efforts to manage water resources in connection with environmental and operational responsibilities related to Sea-Tac Airport. -

EXH 261: Biological Assessment — Master Plan Update Improvements, STIA
This June 2000 Biological Assessment, prepared by Parametrix, Inc. for the Federal Aviation Administration and Port of Seattle, evaluates the potential environmental impacts of proposed Master Plan Update Improvements at Seattle-Tacoma International Airport on federally listed species. The report examines effects on aquatic resources including Chinook salmon, bull trout, and their critical habitats within nearby waterways such as Miller Creek, Des Moines Creek, and the Green River. It was prepared to support Section 7 consultation under the Endangered Species Act with the U.S. Fish and Wildlife Service and National Marine Fisheries Service. -

EXH AR021325: Columbia Biological Assessments to WDFW — SR-509 Temp Interchange Fisheries Impacts S 176th St
A fisheries biologist hired by the Airport Communities Coalition assessed the potential environmental impacts of a temporary SR-509 interchange construction project near Seattle-Tacoma International Airport, concluding that the project posed serious risks to fish and wetland resources in Walker Creek. The report found that proposed erosion control measures, such as silt fences and whattles, were grossly inadequate given the steep terrain (slopes of 40–60%) adjacent to Wetlands 43 and 44, and that sediment-laden stormwater runoff containing metals and polycyclic aromatic hydrocarbons would likely reach these sensitive areas. The biologist also criticized the Port of Seattle and its contractor, Parametrix, Inc., for failing to conduct fish species inventories and for providing little documentation to support their claim that no significant wetland impacts would occur. -

EXH AR022976: Azous Environmental Sciences Ltr to US Army Corps — Wetland 44a & SR509 Temp Interchange Review
A June 2000 letter from Azous Environmental Sciences to the US Army Corps of Engineers raises concerns about the incorrect mapping of Wetland 44a near the proposed SR509 temporary interchange in SeaTac, Washington. A field review found that the wetland may be 20 to 40 feet closer to the construction zone than shown in project plans prepared by HNTB Corporation, potentially exposing it to significant sediment runoff during construction. The letter also highlights an overlooked creek system connecting Wetland 44a to Walker Creek and Miller Creek, warning that construction impacts could affect a broader network of wetlands and waterways. -
