    The Sea-Tac Stakeholder Advisory Round Table (StART) Aviation Noise Working Group outlined five near-term action items in 2019 aimed at reducing aircraft noise for communities surrounding Seattle-Tacoma International Airport. These actions include a Late Night Noise Limitation Program to discourage loud flights between midnight and 5 AM, revisions to the Runway Use Plan to limit 3rd Runway use at night, raising the glideslope on Runway 34R to reduce approach noise, a comprehensive ground noise analysis, and a study of 'distant' noise abatement departure profiles.     Alaska Airlines letter to Port Of Seattle regarding Sustainable Airport Master Plan

    In an April 2019 letter to the Port of Seattle's Executive Director, Alaska Airlines expressed support for SeaTac airport expansion but raised serious concerns about the Sustainable Airport Master Plan (SAMP), arguing that the proposed 19-gate north terminal is disconnected from the main terminal, more gates than needed, and would leave 80% of travelers underserved. Alaska's independent consultants concluded that only 10 additional gates are necessary to meet projected 2027 passenger demand, and the airline proposed a phased 10-gate alternative as a less costly and less environmentally impactful solution. The letter urged the Port to include Alaska's alternative in the formal NEPA environmental review process to ensure a more legally defensible and balanced approach to airport development.

    Beacon Hill Community Noise Team Fact Sheet

    The Beacon Hill Community Noise Team is a Seattle resident group that documented excessive noise pollution from Sea-Tac and King County airports, as well as road traffic, across 52 neighborhood sites in 2018. Their measurements found that more than half of recorded noise levels exceeded FAA mitigation thresholds, Seattle city ordinances, and EPA public health standards by up to 800%. The group is calling on local, state, and federal officials to take action, citing compounding health and socioeconomic burdens already faced by Beacon Hill's nearly 40,000 residents.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
