    Report and decision for shoreline conditional use permit and shoreline substantial development permit

    This 2004 King County decision concerns a permit application by Glacier Northwest (Northwest Aggregates) to mine and export sand and gravel from Maury Island and replace an aging barge-loading dock on Puget Sound. The project proposed replacing 228 old creosote timber piles with 62–82 steel piles, extending the dock further into the water to protect nearby eelgrass beds, and enclosing the conveyor in a steel pipe to reduce spillage and noise. Note: this document relates to a Maury Island mining and shoreline development project and does not contain information about Sea-Tac Airport noise policy.

    This is a National Pollutant Discharge Elimination System (NPDES) water discharge permit issued by the Washington State Department of Ecology to the Port of Seattle for Seattle-Tacoma International Airport, effective October 1, 2003 through September 4, 2008. The permit governs how the airport is authorized to discharge industrial wastewater and stormwater runoff into surrounding water bodies, including Puget Sound, Des Moines Creek, Miller Creek, and Walker Creek. It sets out special conditions covering discharge limitations, monitoring requirements, toxicity testing, and operations and maintenance standards to protect water quality in the region.

    Maury Island Barging and Pier Comments Relevant to Sea-Tac Third Runway 404 Permit Application 1996-4-02325

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
