    Draft Plan of Finance 2025-2029 and Tax Levy Briefing

    The Port of Seattle Commission reviewed a briefing on its proposed 2025 tax levy and five-year financial plan for 2025–2029. The 2025 property tax levy is proposed at $88.39 million, a 2% increase over the 2024 levy of $86.66 million, set at 75% of the maximum allowed under Washington State law. The Draft Plan of Finance outlines how the Port will fund capital investments across its Airport, Maritime, and Economic Development divisions over the coming five years.

    2025 Aviation Division operating and CIP budgets briefing

    On October 8, 2024, the Port of Seattle Commission held a special study session at Seattle-Tacoma International Airport to review the Aviation Division's preliminary 2025 operating and capital budgets, presented by Aviation Managing Director Lance Lyttle and Finance Director Hiedi Popochock. The briefing was part of a series of budget discussions that began in June 2024, with formal Commission approval of the 2025 budget planned for November. The session also included a review of the Maritime Division's operating and capital budgets.

    On August 24th, the Port of Seattle web site was the victim of a cyberattack. As of today, their main web site is still inactive, although their email and public records request systems are working.     Monthly Notification of Prior Executive Director Delegation Actions July 2024

    The Port of Seattle Commission received a monthly notification of Executive Director delegated approvals for July 2024, totaling $1,429,891. The three approved actions included a $1.1 million project for SBM Dumpster Drainage Pads, a $25,000 memorandum of understanding with the City of Tukwila, and a $304,891 IT update for the T91 Cruise terminal's Customs and Border Protection systems. These delegations are reported publicly each month under Resolution No. 3810, which granted the Executive Director increased authority effective April 2023.

    Tract C Purchase and Des Moines Creek West Ground Lease Amendment

    The Port of Seattle is seeking authorization to purchase a 19,881 square foot parcel called Tract C from the City of Des Moines for $690,000 to support the Des Moines Creek West light industrial development project near Seattle-Tacoma International Airport. The parcel, located at the intersection of South 216th Street and 20th Avenue South, is needed to provide safe truck access for the development being built by ground lease tenant Panattoni Development Company. The purchase would also trigger an amendment to the existing ground lease, increasing both the leased square footage and lease revenues to the Port.

    ‘Insufficient’ Land Stewardship Plan passes

    High ideals held back by limiting only to immediate airport property Today’s Commission meeting approved the Port’s Land Stewardship Plan. Unfortunately the plan has a glaring defect: it only applies to property on the ‘triple a’, which renders it almost neutered. One member of the public described it as ‘completely insufficient’ and we must agree.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
