    Every time you fly out of Sea-Tac, $4.50 of your ticket price goes directly to the airport. That charge, called a Passenger Facility Charge (PFC), is a multi-billion dollar fund, and one of the biggest single revenue sources for airport expansion. In the past it was used for noise-mitigation programs. Today? Not so much.

    Appendix O of the Sustainable Airport Master Plan (SAMP) Environmental Assessment documents how the FAA engaged the public and agencies during the NEPA review process for Sea-Tac Airport, including public meetings, briefings, and outreach to communities, elected officials, and underrepresented groups. The summary notes that several Executive Orders and CEQ regulations referenced during the Draft EA have since been revoked, and that the FAA's final decision will rely on updated federal guidance including FAA Order 1050.1F and Executive Order 14154. Public comments received and submitted studies are also included as part of this appendix.

    Acoustical Testing Results for SIRRPP — September 2025

    In August 2025, acoustical engineering firm HMMH measured indoor noise levels at 31 homes near Seattle-Tacoma International Airport to assess eligibility for the airport's Sound Insulation Repair and Replacement Program. Testing found that only one of the 31 homes met the FAA's minimum threshold of 45 decibels interior Day-Night Average Sound Level required to qualify for full sound insulation treatment, while seven additional homes had at least one room exceeding that level. The study used FAA-approved methods, including a Boeing 737-800 aircraft noise spectrum, to calculate how much airport noise penetrates each habitable room with windows closed.

    Legal Services Agreement: Leech Tishman Engagement Letter to City of Sea-Tac Regarding Port Of Seattle SAMP FONSI/ROD Review

    The City of SeaTac, Washington has engaged the law firm Leech Tishman Nelson Hardiman to provide legal counsel regarding the Port of Seattle's Sustainable Airport Master Plan (SAMP), specifically in connection with the forthcoming Final Environmental Assessment and Finding of No Significant Impact (FONSI). As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
