    Proposed update to Interlocal Agreement

    The cities of Burien, Des Moines, Normandy Park, and SeaTac are proposing a formal Interlocal Agreement to coordinate their response to the Port of Seattle's Sustainable Airport Master Plan (SAMP), which could bring significant growth and environmental impacts to surrounding communities over the next 20 years. Under the agreement, the four cities would jointly hire consultants and legal counsel to review environmental documents, submit formal comments during the SEPA and NEPA review processes, and potentially mount legal challenges to FAA or Port decisions. Burien's share of costs is estimated at approximately $100,000.

    Permitting Reform in Action: CEQ Updates Roadmap for Agency NEPA Compliance

    In September 2025, the Council on Environmental Quality (CEQ) issued updated non-binding guidance to federal agencies on how to conduct environmental reviews under the National Environmental Policy Act (NEPA), replacing earlier guidance from February 2025. The update streamlines the permitting process by incorporating a recent Supreme Court ruling limiting the scope of required environmental analysis, removing climate change and environmental justice considerations, and introducing an optional fee-based program that cuts review timelines in half. Agencies are encouraged to revise their own NEPA procedures using a provided template while continuing existing review processes without delay.

    HCM Signalized Intersection Capacity Analysis: SR 509 SB Ramps, NB SR 509 Ramps, and Des Moines Way S at S 128th St — 2032 No Action PM Peak

    This traffic engineering report analyzes three signalized intersections along S 128th Street near SR 509 in the Sea-Tac area under projected 2032 No Action conditions during the PM peak hour. The study finds that the SR 509 ramp intersections are operating well over capacity, with an Intersection Capacity Utilization of 104.6% and an ICU Level of Service G, while the Des Moines Way S intersection operates more acceptably at 63.3% ICU. Overall intersection control delays range from approximately 19 to 27 seconds, with most approaches functioning at Level of Service B or C.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
