Port Of Seattle and City of SeaTac approve Interlocal Agreement as partnership for mutual success

In December 2017, the Port of Seattle and the City of SeaTac approved a new ten-year Interlocal Agreement (ILA) to formalize their working relationship and address the overlapping responsibilities that arise from Sea-Tac Airport occupying over 40 percent of the city's land area. The agreement covers key issues such as public safety, traffic enforcement, land use, stormwater fees, and development permits, while aiming to reduce the potential for legal disputes between the two agencies. It builds on a partnership dating back to the city's incorporation in 1990 and replaces a prior agreement that was set to expire in early 2018.

    Proposed 2018 City/Port Interlocal Agreement

This November 2017 City Council study session presentation outlines a proposed 2018 Interlocal Agreement (ILA) between the City of SeaTac and the Port of Seattle, which operates Seattle-Tacoma International Airport. Because Port properties make up 42% of SeaTac's total land area and the airport creates unique demands on city services, the two governments have used ILAs since 1997 to manage operational and authority issues. The proposed agreement, intended to replace the expiring February 2018 ILA, aims to improve efficiency, reduce costs, and avoid litigation through a mutually beneficial, comprehensive package of terms.

Letter of understanding regarding the environmental review of the Sustainable Airport Master Plan

In this September 2015 letter, the Port of Seattle and the City of SeaTac reached a mutual agreement regarding the environmental review of Sea-Tac Airport's Sustainable Airport Master Plan (SAMP). The Port committed to conducting a full environmental analysis of all anticipated airport growth — including international passenger traffic — as part of the SAMP review process, addressing the City's concerns about transportation and other impacts. In exchange, the City agreed not to file an appeal on the Final Declaration of Non-Significance issued for the International Arrivals Facility project.

City of Sea-Tac Noise Contours Map: Sea-Tac Airport Projected 2018 DNL Levels

This map from the City of SeaTac shows projected 2018 average day/night noise levels (DNL) radiating from Seattle-Tacoma International Airport, with contour zones indicating areas expected to experience noise levels of 65, 70, and 75 decibels. The noise contours extend north into Burien, south into Des Moines, and affect portions of Tukwila and Normandy Park, with the most intense noise zone (DNL 75) centered directly over the airport. Prepared in March 2015 using Port of Seattle Airport Noise Programs data from July 2014, the map serves as a planning reference for land use and noise mitigation policy in surrounding communities.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
