EXH AR023534: Baseline Soil & Groundwater Quality Assessment — Seattle City Light Long-Term Lease Option
A 1990 environmental assessment by Roy F. Weston Inc. evaluated soil and groundwater quality on an undeveloped Seattle property along the Duwamish Waterway, where Boeing was considering a 50-year lease with Seattle City Light. The study examined areas where dredged sediment from the Duwamish Waterway had been deposited in 1968 and 1985, testing for contaminants including PCBs, pentachlorophenols, PAHs, and metals. Prior sampling had found contaminant levels generally below state-regulated thresholds, and this baseline assessment was conducted to document existing conditions before any lease agreement was finalized. -

Memorandum of understanding: Boeing headquarters – reclassification of property
This 1981 Memorandum of Understanding between the Port of Seattle and King County outlines terms for reclassifying approximately 30 acres of land on the west side of Sea-Tac International Airport to allow Boeing to develop a Corporate Headquarters Facility. The agreement includes provisions for the Port to lease 5 acres to King County for a neighborhood park at $1 per year, and restricts development on an adjacent 55-acre greenbelt buffer zone for at least 10 years. The document also affirms King County's zoning authority over non-airport-related land use at Sea-Tac and establishes a dispute resolution process between the two agencies. -

The resolution redesignated the subject property from 'Open Space' and 'Airport Facility' to 'Office/Park--Buffer Use Area,' finding that the Boeing facility was consistent with community buffer objectives and would not result in significant adverse environmental impacts. The change was contingent on zoning reclassification, FAA approval, and other required permits and approvals. -
