Miller Creek Basin: Historic Puget Sound Salmon Stream — Basin Map with Proposed Third Runway Site

This 1999 document by C. Gower describes the Miller Creek Basin, a historic Puget Sound salmon stream located in the cities of SeaTac, Burien, and Normandy Park in King County, Washington (Water Resource Inventory Area No. 9). The basin includes several lakes — Arbor, Tub, Reba, Lora, and Burien — and drains into Puget Sound via Miller Creek and Walker Creek. The map highlights the proposed Third Runway site at Sea-Tac Airport within the watershed, raising concerns about potential environmental impacts to this salmon-bearing stream system.

Documents catalogued as received in 1991

This catalog log lists three transportation planning documents received in 1991 and accessioned into an archive between 2001 and 2003. The documents cover Puget Sound regional transportation alternatives (the Flight Plan Project), air pollutant contributions at Seattle-Tacoma International Airport, and a feasibility study for preserving the Stampede Pass Rail Corridor. Together they represent early 1990s regional planning efforts related to air quality, rail, and transportation policy in the greater Seattle-Tacoma area.

Summary of the Regional Council’s decision process relating to amending the Metropolitan Transportation Plan to include a third runway at Sea-Tac International Airport with additional noise reduction measures

This 1996 Puget Sound Regional Council document summarizes the multi-year planning process behind the decision to add a third runway at Seattle-Tacoma International Airport. It traces efforts dating back to the 1988 Regional Airport System Plan through environmental reviews, expert panel evaluations, and feasibility studies, concluding that no viable alternative sites or demand-management strategies could eliminate the need for the new runway. The approval was conditioned on additional noise reduction measures to address impacts on surrounding communities.

RCAA letter to Transportation Policy and Executive Board

A January 28, 1993 letter from James T. Murphy of the Regional Commission on Airport Affairs (RCAA) to the Transportation Policy and Executive Board, presenting independent consultant research on air capacity options for the Puget Sound region. The letter notes that RCAA had delivered three volumes of material over three weeks, with a final compilation to follow, aimed at helping the Board make informed decisions about managing airport capacity. The RCAA, backed by dozens of community organizations and cities including Burien, Des Moines, Normandy Park, and Tukwila, framed its work as an alternative voice on Sea-Tac Airport expansion and noise policy.

Puget Sound Air Transportation Committee News: Public Shapes Air Capacity Alternatives

In 1991, the Puget Sound Air Transportation Committee (PSATC) gathered public input on long-term air capacity solutions for the Seattle region, with over 1,200 people participating through meetings and written comments. Key public concerns included opposition to expanding Sea-Tac Airport, worries about noise and air pollution impacts on nearby residents, and support for high-speed rail alternatives. The committee identified several potentially feasible options—including multiple airport systems and a new international airport to replace Sea-Tac—while ruling out others, such as a distant remote airport and high-speed rail alone, as insufficient stand-alone solutions.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
