Aerial View of Freeway Through Forested Suburban Landscape Near Puget Sound

Aerial photograph showing a wide multi-lane freeway curving through a densely forested suburban landscape, with residential apartment complexes visible in the foreground and a body of water visible on the horizon. A green highway exit sign is partially visible, and the scene is consistent with the greater Seattle/Puget Sound region based on the vegetation, terrain, and distant water views.

Aerial View of Sea-Tac Airport Looking North Toward Puget Sound

Aerial photograph looking northward over Seattle-Tacoma International Airport, showing the parallel runway complex, terminal and cargo areas on the west side, a large airport parking lot in the foreground, Interstate 5 running across the middle ground, and Puget Sound visible in the background. The image appears to date from the 1990s based on infrastructure and vehicle styles, and is consistent with noise-policy documentation of the airport's runway layout and surrounding land use.

Aerial View of Highway Construction Zone Near Puget Sound Shoreline

Aerial photograph showing a multi-lane highway (likely I-5 or SR-99 in the Pacific Northwest based on vegetation, terrain, and visible Puget Sound shoreline) with an active road construction zone at a cross-street overpass. Construction equipment including excavators is visible at the interchange, and a residential/suburban area with dense tree cover surrounds the corridor.

    Destination 2030: Regional context

The central Puget Sound region, located between the Cascade and Olympic mountain ranges and bisected by Puget Sound, faces significant transportation and infrastructure challenges driven by rapid population growth. The region's population grew from 1.5 million in 1960 to 3.2 million by 2000, with projections estimating 4.7 million residents and 2.6 million jobs by 2030. Economic expansion, particularly in aerospace and high-technology sectors, has been a primary driver of this growth, placing increasing demands on the region's transportation systems and natural resources.

EXH AR023204: Memo — Black River Quarry Aggregate Testing (TPH & Metals)

A Port of Seattle memo from April 2001 summarizes environmental testing of rock aggregate imported from the Black River Quarry for use in the Third Runway embankment project. Testing by environmental consultant AMEC found petroleum hydrocarbons (TPH) and elevated copper levels in some samples, prompting operational changes at the quarry including equipment cleaning and discarding the first hundred tons of rock after asphalt recycling operations. Follow-up testing confirmed that contaminant levels fell below MTCA Method A cleanup standards, and the Port halted material imports from the quarry in mid-October 2000 pending resolution.

Puget Sound Water Quality Management Plan 2000

The 2000 Puget Sound Water Quality Management Plan, adopted December 14, 2000, outlines coordinated local, state, tribal, and federal actions to restore and protect the health of Puget Sound in Washington State. The plan introduces new programs addressing aquatic nuisance species and Georgia Basin water coordination, while substantially revising existing stormwater, habitat, and wetlands protection programs. It builds on earlier management plans dating back to 1987 and calls for renewed commitment to funding and policy improvements.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
