King County Ordinance 80-828: Amending the Highline Communities Plan to Accommodate Senior Housing

King County Council ordinance proposed by Paul Barden (Proposed No. 80-828), dated August 1, 1980, amending the Highline Communities Plan as adopted by Ordinance 3530 (1977) to accommodate senior housing. Amends Policy H-10 (page 28) to distinguish elderly multifamily housing from general multifamily housing under RCW 36.69, recognizing reduced neighborhood impacts and site-specific evaluation. Amends

Highline Community Plan: Draft Supplemental Environmental Impact Statement

This August 1980 Draft Supplemental Environmental Impact Statement from King County's Division of Planning outlines proposed zoning changes for the Highline Community Plan, covering areas surrounding Seattle-Tacoma International Airport including White Center, Burien, and nearby neighborhoods. The document maps land proposed for rezoning across multiple subareas, with changes including downzones to single-family residential, conversions to multi-family or mixed use, and designations of land for potential future rezones. It serves as a planning tool to guide land use decisions in communities directly affected by airport noise and related impacts.

King County Ordinance 80-828: Amending the Highline Communities Plan to Accommodate Senior Housing

A 1980 King County ordinance amending the Highline Communities Plan to better accommodate senior housing, recognizing that elderly-focused multifamily housing generates less neighborhood impact than traditional multifamily development and should be evaluated on its own site-specific merits. The ordinance also updates cultural facilities policy to encourage public-private cooperation in developing a performing arts theatre in the Highline Community, including through the possible formation of a Park and Recreation District.

Proposed Highline Communities Plan Area Zoning: Transmittal Letter from King County Planning Division

A March 1980 memo from King County's Planning Division manager Karen Rahm notifies recipients about the Proposed Highline Communities Plan Area Zoning, a zoning framework designed to implement the land use guidelines of the 1977 Highline Communities Plan. The memo states that a supplemental draft Environmental Impact Statement was being prepared and would be published in Spring 1980, after which the zoning proposal would be sent to the County Council for adoption. Handwritten notes on the reverse reference page 56, suggesting a potential rezoning from SR to ML (Medium Light industrial) with consideration of buffer zones around ML areas.

    Highline Zoning Plan Errata

This February 20, 1980 errata document lists official corrections to the Highline Zoning Plan, a proposed area zoning document and accompanying maps covering communities in the Highline area near Seattle. The corrections update specific zoning designations on several map sections, such as changing certain parcels to residential multi-family (RM) or business-commercial (B-C) classifications, and fix a text sequencing error in the zoning document. These adjustments reflect policy decisions aimed at guiding land use—including residential density and commercial development—in neighborhoods in the vicinity of what is now Sea-Tac Airport.

Minutes: North Clear Zone Recreation Plan Advisory Committee, Second Meeting – August 2, 1979

Minutes from the August 2, 1979 second meeting of the North Clear Zone Recreation Plan Advisory Committee, held at the Highline Community Center, covering proposed recreational uses for land near Sea-Tac Airport's north clear zone. Topics discussed included an Earthworks Art installation, FAA density guidelines (1.5 people per acre), a possible 9-hole golf course, ATV facilities, use of Sunset Jr. High School, and passive park development around Tub Lake and Lake Reba. Lee Atwood was elected Chairperson, and the committee agreed to reconvene with the consulting firm to develop workable recreation plan recommendations within FAA constraints.

Zoning Map: North Sea-Tac Park Area, February 1979

This is a zoning map dated February 1979 for section W 16-23-4, showing land use designations—primarily RS-7200 (single-family residential) and A.O.U. (Airport Operations Use) zones—in the area south of S. 128th Street near Seattle-Tacoma Airport. Handwritten annotations raise questions about passive park designations, proposed AOC/AOU classifications near Tub Lake, buffer distances (50-foot and 45-foot buffers are noted), and the status of an RS-7200 trailer storage site. The notes suggest an active policy review regarding how airport-related zoning categories and noise buffers should be applied to residential and transitional parcels in this neighborhood.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
