Appendix C of the Sea-Tac Sustainable Airport Master Plan covers air quality and greenhouse gas emissions analyses prepared for the Port of Seattle by Landrum & Brown. It includes technical reports on emissions from aircraft, ground support equipment, construction, and other airport sources, as well as a human health risk assessment focused on ultrafine particles. Note that some climate-related sections originally included in the Draft Environmental Assessment were later removed following changes to federal executive orders and a 2025 Supreme Court ruling.

Covers aircraft emissions, auxiliary power usage, ground support equipment, stationary sources, mobile sources, and construction emissions across seven attachments. Includes NEPA Air Quality Protocol and NEPA Climate Protocol methodology. Notes that following revocation of Executive Order 13990, CEQ regulations (40 CFR parts 1500-1508), and the Supreme Court ruling in Seven County Infrastructure Coalition v. Eagle County, 605 U.S. 975 (2025), climate change qualitative evaluation and cumulative impact analysis were removed from the Final EA; FAA’s final decision relies only on GHG emissions disclosed. SEPA components include Air Quality and Human Health Risk Assessment Technical Report and Health Effects of Aviation Ultrafine and Ultra-Ultrafine Particles Technical Report.
