Air Quality and Greenhouse Gas Technical Report: Sustainable Airport Master Plan Near-Term Projects

This technical report, prepared by Landrum & Brown for the Port of Seattle in March 2024, analyzes air quality and greenhouse gas emissions associated with near-term projects in the Sustainable Airport Master Plan for Sea-Tac Airport. It covers emission sources including aircraft, ground support equipment, stationary and mobile sources, and construction activities. Note that following changes to federal executive orders and a 2025 Supreme Court ruling, references to climate change preparedness and cumulative impact analysis were removed from the final version, leaving only the quantified GHG emissions disclosures.

Notes

Air Quality and Greenhouse Gas Technical Report prepared by Landrum & Brown for Port Of Seattle, March 2024, covering the Sustainable Airport Master Plan (SAMP) near-term projects at Sea-Tac Airport. Report includes seven attachments analyzing emissions from aircraft, auxiliary power units, ground support equipment, stationary sources, mobile sources, construction, and a NEPA Air Quality and Climate Protocol. The Final EA version notes removal of qualitative climate evaluation and cumulative impact analysis following revocation of Executive Order 13990, CEQ regulations (40 CFR parts 1500-1508) under Executive Order 14154, and the Supreme Court ruling in Seven County Infrastructure Coalition v. Eagle County, 605 U.S. 975 (2025); FAA’s final decision relies solely on GHG emissions disclosed in the Final EA.
