Miller Creek Culvert Replacement, Fish Passage and Habitat Restoration – Interlocal Agreement and Funding Authorization

The Port of Seattle's August 2020 commission meeting addressed a proposal to enter into an interlocal agreement with the City of Burien to fund the Miller Creek Culvert Replacement project, which aims to remove failing culverts that block fish passage and restore stream habitat. The project, led by the City of Burien, had completed planning, design, and permitting, with construction scheduled for Summer 2021, but faced a funding shortfall requiring Port involvement. The Commission had previously passed a motion in November 2019 to advance the project, which focuses on environmental restoration rather than airport noise policy.

Motion 2019-14 – Miller Creek Culverts and Portable Noise Monitors

In November 2019, the Port of Seattle Commission approved Motion 2019-14, directing the purchase of up to five portable noise monitors to measure airplane noise in areas not currently covered by existing monitoring systems, with data made publicly accessible and at least one monitor placed on Vashon Island. The motion also authorized negotiating an agreement to advance the Miller Creek Culvert Replacement, Fish Passage and Stream Restoration Project near Des Moines Memorial Drive to improve water quality and fish habitat near Seattle-Tacoma International Airport. Both projects were identified as community-supported priorities under the South King County Fund initiative.

Update on the Lora Lake Apartments Cleanup Site: Highline Forum Meeting Presentation

A 2012 presentation to the Highline Forum provides an update on the Lora Lake Apartments cleanup site near Sea-Tac Airport, where dioxin contamination is being addressed through a combination of excavation and capping. The Port of Seattle submitted a draft Remedial Investigation/Feasibility Study to the Washington State Department of Ecology, which was reviewing the document and planning to issue it for public comment before selecting a final cleanup action. The site was not found to be contributing significant amounts of dioxin to the nearby Miller Creek.

Request to advertise for construction bids for the 2010 Airfield Improvement Projects – Contract 2 CIP 100172

In January 2010, the Port of Seattle sought approval to advertise construction bids for environmental cleanup work tied to the Seattle-Tacoma International Airport Third Runway project, including removing the 160th Street box culvert, restoring Miller Creek, and converting temporary stormwater ponds into permanent detention facilities. The estimated $6.6 million project was already funded within the previously approved Third Runway budget through Passenger Facility Charges and bond proceeds, requiring no new funding authorization. The work was required to fulfill federal and state permit conditions before the overall Third Runway project could be formally closed out.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
