EXH AR026601: Handwritten Notes TC Elizabeth Leavitt Follow-Up Des Moines Creek Walker Creek pH Vaults

Handwritten notes dated 2/22/02 from a telephone call with Eliz. Leavitt outline five follow-up issues, including evaluation of biological impacts after implementation (involving USFWS/NMFS), a 60-day Walker Creek matter related to WL 44A, a July Des Moines Creek discussion about vaults of the same size, pH vault monitoring and recent science/technical papers, and concerns about how float vaults are designed.

EXH 387: Vacca Farm & West Side Field Observations Jan–Feb 2002

These are handwritten field observation notes dated January 31, 2002, documenting wetland and upland buffer conditions near Miller Creek and Vacca Farm, including plant communities, wetland boundaries, and buffer zones. The notes reference site observations about existing wetland conditions, vegetation types (including cattails, alder, sedge, and Phalaris), and questions about the extent of wetland fill and excavation. The observations appear to relate to an environmental review of proposed land use changes adjacent to Miller Creek, with reference to an upland buffer plan (STA-7805).

EXH 322: Flow Rate vs. Time — Minute, Hourly & Infiltration Capacity Diagram

This document, marked as Leytham Exhibit 222 (dated 2/11/02), contains a hand-drawn diagram illustrating flow rate over time, showing the relationship between minute and hourly measurements alongside an infiltration capacity curve. The sketch plots flow rate on the vertical axis against time intervals (15, 30, 45, 60 minutes) on the horizontal axis, with a shaded area indicating peak flow. It appears to be a technical exhibit related to stormwater or drainage analysis presented in proceedings concerning Sea-Tac Airport policy.

EXH AR023789: Handwritten Notes — Third Runway EIS Modeling Errors, Port Packages, Mitigation

A November 6, 2001 handwritten fax note discusses problems with noise modeling errors and how results will be integrated into legal policies. It notes that AK advised POS to produce a more complete and accurate document, and argues it is not reasonable to hold up port mitigation based on a mistake, stating that if there is no impact, there is no impact. The note also references consultant agreement on impact calculations and requirements related to 401 regulations submitted as group per FAA standards.

EXH 195: Erik Stockdale Notes — Wetlands Monitoring

Meeting notes from Erik Stockdale discuss wetland monitoring activities, including monthly groundwater sampling, continuous recorders at drainage channels, and vegetation mapping. Topics covered include hydrology monitoring changes, performance standards for hydrological discharge, and sampling schedules running bi-monthly from November through May. The notes reference coordination among multiple parties regarding soil sampling, data thresholds, and revised performance standards.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
