Research, policies, and program options for improving indoor environmental quality

This EPA report, prepared by David Mudarri PhD in 2018, reviews the state of science on indoor environmental quality and outlines research, policy, and program options for improving it. The synthesis paper was developed to help the EPA establish research goals, objectives, and priorities across a wide range of indoor environmental topics and time frames. It is intended solely for internal EPA use due to the inclusion of copyrighted material from broad-based review articles.

FAA has made progress in implementing its Metroplex program, but benefits for airspace users have fallen short of expectations

A 2019 U.S. Department of Transportation Inspector General report found that the FAA's Metroplex program—designed to modernize flight routes using satellite-based navigation in busy metropolitan areas—fell significantly short of its promised benefits, delivering only $31.1 million in annual savings compared to the $61.6 million minimum originally projected. The program also faced delays of up to four years, driven largely by community concerns about aircraft noise, which is directly relevant to ongoing noise issues around airports like Sea-Tac. Key obstacles such as unclear pilot-controller terminology and a slow procedure amendment process remained unresolved at the time of the report.

Overview: The Aviation Impacted Communities Act

Presentation overview of the Aviation Impacted Communities Act (AICA), defining ‘aviation impacted community’ as a community located not greater than 1 mile from any point at which a commercial or cargo jet route is 3,000 feet or less above ground level (Sec. 7(2)). Overview: The Aviation Impacted Communities Act

The Aviation Impacted Communities Act establishes a structured process to help neighborhoods affected by aircraft noise, starting with the FAA identifying eligible communities and ending with grants for noise mitigation. A community qualifies as 'aviation impacted' if it is located within 1 mile of any point where a commercial or cargo jet route passes at or below 3,000 feet above ground level. Once designated, communities can form boards, conduct studies, and develop action plans to address aviation-related impacts near airports like Sea-Tac.

Airport Impacted Communities Act: Section-by-Section Summary

This legislative summary outlines a proposed bill aimed at protecting communities affected by airport noise and aviation emissions. It establishes a formal designation for 'aviation-impacted communities' located within one mile of low-flying commercial or cargo jet routes, creates local community boards to engage with the FAA and airport operators, and requires the FAA to develop action plans and provide mitigation funding — such as sound insulation and noise barriers — for affected residences, schools, hospitals, and nursing homes.

Internal Audit Report: Noise Insulation Program, January 2013 – March 2019

A 2019 Port of Seattle internal audit of the Noise Insulation Program — which has invested over $400 million since 1985 to reduce aircraft noise in homes and schools near Sea-Tac Airport — found two key problems: a contractor called Burton Construction overbilled the Port by an average markup of 51% above subcontractor costs, and the Highline School District failed to consistently meet federal grant requirements for disadvantaged business enterprises and Buy American standards. The audit covered January 2013 through March 2019 and assessed compliance with FAA federal grant rules.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
