    EXH AR024742: Email — Compost Filter Info for Stormwater Management

    A June 30, 1998 email from John Rogers of CH2M to Thomas Hubbard and Ken Ludwa provides a website link (www.stormwatermgt.com) for a compost filter vendor, noting the company had recently changed its name. Rogers mentions that the vendor would be sending additional product information by overnight mail and water quality data by fax the following day.     EXH AR024778: Fax Transmittal — Third Runway Water Quality Compliance Services Scope & Cost Estimate

    A March 1998 fax exchange between the Port of Seattle and Herrera Environmental Consultants concerns the scope of work and cost estimates for Third Runway Water Quality Compliance Services. Carlos Herrera of Herrera Environmental sent documents to Port of Seattle contacts Barbara Hinkle and Kym Mattress, arguing that routine project water quality monitoring should be Herrera's responsibility, covering both compliance and BMP performance monitoring. Herrera noted he believed this approach would be most credible to the Washington Department of Ecology and neighboring airport communities, and requested review and discussion of the cost estimates to potentially reduce the budget.

    Seattle-Tacoma International Airport Environmental Update

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
