Jackson International Airport noise remedy update overall program boundaries

This document presents the Noise Remedy Update for Jackson International Airport (Sea-Tac), operated by the Port of Seattle, outlining the overall program boundaries for noise mitigation efforts in surrounding communities. It includes detailed maps showing three categories of noise remedy zones: Acquisition (properties purchased by the Port), Purchase Assurance (properties guaranteed a buyer), and Sound Insulation (properties eligible for noise-reduction improvements). The affected areas span multiple neighborhoods north and south of the airport, including White Center, Boulevard Park, Normandy Park, Des Moines, and parts of Kent and Renton.

A planning map from the Sea-Tac Communities Plan, sponsored by the Port of Seattle and King County, showing the South Reinforcement Area program application with color-coded zones indicating acquisition, purchase guarantee, cost-sharing insulation, and limited cost-sharing insulation relative to airport noise contours. The map covers the area around S. 223rd Street south to Kent city limits, bounded by Puget Sound to the west and Pacific Highway South (SR-99) to the east, with landmarks including Mt. Rainier High School, Highline Community College, and Parkside Elementary labeled.

Replacement Initiative Application Form (RI-1): San Francisco International Airport Residential Sound Insulation Program

The San Francisco International Airport (SFO) Replacement Noise Insulation Initiative offers free repair or replacement of failed acoustical improvements—such as windows, doors, and ventilation systems—for eligible residential properties previously treated under SFO's Noise Insulation Program. To qualify, a property must fall within the 65-decibel CNEL noise contour on the SFO Noise Exposure Map, and failures caused by neglect or improper maintenance are not covered. Homeowners can apply by submitting the RI-1 application form via email or mail to C. Kell-Smith & Associates, Inc.

Response to Alex Stone’s email of December 17, 2020 re: Rep. Smith’s proposed House Bill

This document is a detailed response regarding a proposed Washington State house bill on airport sound insulation, arguing that homeowners near Sea-Tac Airport who received faulty or inadequate noise insulation in the 1980s–2000s should qualify for a second round of repairs at no fault of their own. The author contends that poor contractor quality, a bankrupt window manufacturer, and dramatically increased flight operations have left many residents without the noise protection they were promised in exchange for signing away air rights. Key recommendations include limiting eligibility to homes originally certified under the 65 dB DNL noise contour, using certified engineers to assess repair needs, and tying funding criteria to documented increases in aircraft operations over time.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
