Response to comments on the Sea-Tac/Communities Plan Draft Environmental Impact Statement

This document is a formal response to public comments on the Sea-Tac/Communities Plan Draft Environmental Impact Statement, addressing concerns about the airport's Noise Remedy Program. It explains that noise program classifications for petition signers were upgraded due to factors such as summer flight patterns and proximity to approach paths, and that most signers were moved into the Purchase Guarantee area or recommended for the Cost Sharing Insulation Program. The response also notes that no specific schedule exists for noise remedy implementation due to uncertainties in federal funding, and that detailed land-use planning for acquisition areas will involve full citizen participation after properties are acquired.

StART Policy Working Group Meeting Summary

The StART Policy Working Group met on January 5, 2026 to plan advocacy efforts at the state and federal level on behalf of communities neighboring Seattle-Tacoma International Airport. Key topics included organizing a State Day on the Hill in Olympia on February 3, reviewing a proposed study on the airport's socioeconomic and health impacts on surrounding communities, and discussing a recent federal legislative win allowing the FAA to fund secondary noise insulation repair and replacement at airports like SEA. The group also addressed how to handle items lacking full consensus on their State Legislative Agenda, including a contentious airport-related bill expected to be revised in the upcoming session.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
