Port of Seattle internal memo dated 04/30/01 from Beth Clark to Paul Agid (cc: Elizabeth Leavitt, Jim Thomson) re: Black River Quarry, King County, Washington. Documents chemical testing of rock aggregate imported to the Third Runway embankment from the Black River Quarry (owned by Stoneway Rock & Recycling) during August–October 2000. Reports AMEC environmental consultant findings of TPH diesel and oil (TPH-D and TPH-O) at 200 and 310 ppm in initial samples, exceeding MTCA Method A standard of 200 ppm but below new MTCA Method A standard of 2000 ppm effective August 15, 2001. TPH attributed to inadvertent mixing of residual asphaltic materials from asphalt recycling operations. Also covers copper detected above typical Puget Sound background levels; AMEC and Port concluded copper was naturally occurring in rock formation. Metals testing compared to MTCA Method A and Method B standards (WAC 173-340-747 Three Phase Partitioning Model). City Transfer, Inc. (CTI) and Stoneway modified operations: thorough cleaning of crushing equipment and discard of first hundred tons after asphalt recycling.
