    EXH 387: Vacca Farm & West Side Field Observations Jan–Feb 2002

    These are handwritten field observation notes dated January 31, 2002, documenting wetland and upland buffer conditions near Miller Creek and Vacca Farm, including plant communities, wetland boundaries, and buffer zones. The notes reference site observations about existing wetland conditions, vegetation types (including cattails, alder, sedge, and Phalaris), and questions about the extent of wetland fill and excavation.     These two aerial photographs, dated 1997 and 2001, show overhead views of Seattle-Tacoma International Airport (Sea-Tac) and its surrounding neighborhoods. The images, produced by Walker & Associates and entered as Exhibit 390 in a February 2002 proceeding, document the airport's runway layout and adjacent residential and commercial areas over time. They appear to be part of an administrative record (AR 021768–021769) related to airport noise policy or land-use impact analysis.

The images, originally digital JPEG files at 1360×1020 resolution, appear to depict aerial or close-up views of terrain or surface conditions, likely submitted as visual evidence related to noise-impact or environmental conditions at or near Sea-Tac Airport. The poor reproduction quality of the scanned photos makes specific details difficult to discern.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
