Dr. John Strand, a fisheries biologist with over 25 years of experience, submitted this declaration in support of the Airport Communities Coalition's legal challenge to Washington State's water quality certification for Sea-Tac Airport's third runway expansion. Drawing on his own water quality sampling of Miller and Des Moines Creeks in 2000, Dr. Strand argues that the certification fails to adequately protect sensitive local waterways from stormwater runoff containing heavy metals, petroleum hydrocarbons, and other contaminants. He urges the Pollution Control Hearings Board to stay the certification until Clean Water Act compliance questions are fully resolved.

Declaration of Dr. John Strand (Ph.D., Fisheries Biology, University of Washington), Principal Biologist for Columbia Biological Assessments, filed in support of ACC’s motion for stay in PCHB Case No. 01-133. Challenges Washington Department of Ecology’s Section 401 Water Quality Certification (Order #1996-4-02325) for Port Of Seattle Master Plan Update Improvements at Seattle-Tacoma International Airport (STIA). Strand asserts the certification will not protect Miller Creek and Des Moines Creek from stormwater contamination, including heavy metals, petroleum hydrocarbons, and glycols. Describes water quality sampling conducted April and August 2000 at sites in Miller and Des Moines Creeks on behalf of ACC (Cities of Burien, Des Moines, Federal Way, Normandy Park, Tukwila, and Highline School District).
