Appendix I: Natural Resources & Energy Supply — Bonneville Power Administration 2024–2028 Strategic Plan

The Bonneville Power Administration's 2024–2028 Strategic Plan outlines the agency's goals for delivering reliable, affordable electricity and high-voltage transmission across the Pacific Northwest. The plan focuses on workforce investment, updating power products and rate structures, expanding transmission infrastructure, and addressing growing risks such as drought conditions, extreme heat, and cybersecurity threats. Note: This document concerns regional energy supply policy and is not directly related to Sea-Tac Airport noise policy.

Appendix P: Mitigation and Minimization Measures: Seattle-Tacoma International Airport SEPA EIS for the Sustainable Airport Master Plan Near-Term Projects

This appendix outlines the traffic mitigation measures required for the Seattle-Tacoma International Airport Sustainable Airport Master Plan Near-Term Projects, as mandated by the FAA's Record of Decision and the Port of Seattle's State Environmental Policy Act Environmental Impact Statement. It details specific intersection improvements across multiple jurisdictions—including the City of SeaTac, City of Burien, City of Des Moines, and WSDOT—such as new traffic signals, roundabouts, and turn lane additions, along with proportionate-share cost contributions where full mitigation is not required. The measures are designed to address projected traffic impacts through 2037 and maintain acceptable levels of service at affected intersections near the airport.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
