EXH AR034841: Cars Are Leading Source of Metal Loads in California

Technical Note #13 from Watershed Protection Techniques 1(1):28, summarizing a Santa Clara Valley Nonpoint Source Program study on metal pathways into the Lower San Francisco Bay. Cars and vehicles found to produce over 50% of total loads of copper, cadmium, and zinc; brake pad wear alone accounts for 50% of total copper load; tire wear

EXH AR024680: Presumed Ecology Position — Stormwater Mixing Zones

This document outlines Washington State Department of Ecology's presumed policy positions on stormwater mixing zones, addressing when stormwater becomes regulated state water and how mixing zones should be calculated. It details recommended design storms for acute and chronic mixing zones, critical receiving water flow conditions, and background concentration requirements. The document also discusses circumstances under which mixing zone size criteria exceedances may be permitted under state regulations.

EXH AR024628: Stormwater Mixing Zones Mar 25 Meeting Discussion Doc STIA Third Runway EIS

This technical document from a March 25 meeting discusses stormwater mixing zone analysis for proposed outfalls around Seattle-Tacoma International Airport (STIA). Because standard stream flow conditions (7Q10 and 30Q5) are extremely unlikely to coincide with stormwater discharge events, Parametrix proposed a site-specific approach using higher-probability rainfall-based discharge combinations instead. The analysis found that reasonable dilution of 14- to 24-fold could occur within about 15 to 20 meters downstream, though complete mixing requirements would exceed standard regulatory width and flow percentage criteria, prompting a request for exceptions under WAC 173-201A-100.

EXH AR024606: Points of Compliance — Mixing Zones & Stormwater Discharges to Surface Waters

This document outlines regulatory problems and compliance points for stormwater discharges into Washington State surface waters, focusing on where discharges must meet water quality standards. It identifies four key unresolved issues, including the lack of an approved design storm for mixing zones and undefined critical receiving water conditions. Various example situations are provided to help determine the exact location where stormwater discharge compliance must be measured.

EXH AR024556: Mixing Zone Analysis — 3rd Runway North Discharge Miller Creek (Basin SDW-1)

This technical document describes a mixing zone analysis for stormwater discharge from the 3rd Runway North at Sea-Tac Airport into Miller Creek, designated as Basin SDW-1. The analysis uses design storm modeling with various rainfall scenarios (2-year/2-hour, 2-year/72-hour, and 3-year/72-hour events) to calculate effluent flow rates for both acute and chronic water quality criteria. Stormwater from the basin's approximately 128 acres of pervious and impervious area is routed through a detention pond before discharge, with outflow rates determined by a storage-discharge rating curve.

Letter and memorandum from EPA Assistant Administrator Robert Perciasepe transmitting the final Interim Permitting Approach for Water Quality-Based Effluent Limitations in Storm Water Permits to State Water Program Directors and EPA Water Management Division Directors. The policy addresses NPDES storm water permit effluent limitations, adopting best management practices (BMPs) in lieu of numeric water quality-based

EXH 2072: Fact Sheet NPDES Permit WA-002465-1 STIA

This document is a fact sheet accompanying an NPDES (National Pollutant Discharge Elimination System) permit issued to the Port of Seattle for Seattle-Tacoma International Airport, governing how the airport manages and discharges treated industrial wastewater and stormwater. It covers discharge locations into Puget Sound, Des Moines Creek, Miller Creek, and the City of SeaTac storm sewer system, and establishes effluent limitations and monitoring requirements. The permit addresses water quality standards, pollution prevention plans, and compliance schedules to protect surrounding waterways from airport-related contaminants.

EXH AR023831: Ecology Draft Recommendations Low Flow Technical Report & Operation Plan

This draft document from Washington State's Department of Ecology outlines requirements for a Low Flow Technical Report and a Low Flow Operation Plan related to MPU development activities. The Technical Report must include all calculations, engineering analyses, and hydrological studies needed to address low flow impacts, and must be stamped by a licensed Washington civil engineer. The Operation Plan must detail how stormwater and groundwater will be managed to mitigate those impacts, including maintenance procedures, performance standards, and methods to ensure those standards are met.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
